Description

SAIC is seeking a Privacy and Civil Liberties Senior Analyst who is tasked with ensuring the stringent protection and ethical handling of personal and DoD information in accordance with federal privacy laws and DoD policies. Applicants will need a high level of expertise in managing privacy programs, developing privacy and civil liberties policies, and advising senior leadership on privacy strategies and compliance. This role is integral to the administration of the Department's Privacy Program and the protection of civil liberties within the DoD. This position requires 4 days a week onsite at the Mark Center in Alexandria, Virginia.

Key Responsibilities:
  • Policy Development and Implementation:
    • Advise and assist in the management of the DoD Privacy and Civil Liberties Programs, ensuring compliance with all relevant laws and regulations.
    • Develop and maintain comprehensive policies and procedures for the ethical handling and protection of Personally Identifiable Information (PII).
  • Privacy Impact Assessments:
    • Lead the development and publication of Privacy Impact Assessments (PIAs) and System of Records Notices (SORNs), ensuring that all systems and processes adequately protect privacy and meet DoD standards.
  • Training and Awareness:
    • Develop and implement training programs to educate OUSD(R&E) employees and contractors on privacy policies, the importance of protecting PII, and procedures for reporting and responding to privacy breaches.
  • Breach Management:
    • Assist in the implementation and management of formal breach response policies and procedures, ensuring that all privacy incidents are addressed promptly and effectively.
  • Privacy Complaints and Violations:
    • Establish mechanisms for reporting privacy and civil liberties complaints or alleged violations, ensuring that all concerns are addressed in accordance with DoD 5400.11-R and other governing statutes.
  • Collaboration and Liaison:
    • Work closely with information management, security, legal, and other relevant departments to coordinate and enhance privacy protections across the organization.
  • Reporting and Metrics:
    • Maintain accountability by regularly reporting on the status of privacy initiatives, compliance with DoD mandates, and the effectiveness of privacy training programs.
Qualifications

Experience and Educational Requirements:
  • Bachelor's degree from an accredited college or university in Management, Law, Information Technology, or a related discipline and six (6) years of relevant experience. Advanced degrees or certifications in privacy management, such as CIPP, are highly preferred.
  • Four (4) years of specialized experience, including military experience, may be substituted for educational requirements.
  • Demonstrated ability to develop and implement privacy and civil liberties policies and training programs within a DoD environment.
  • Experience in privacy program management, policy development, or a closely related field, with a deep understanding of privacy laws and DoD privacy regulations.
Clearance Requirements:
  • Top Secret clearance required; ability to obtain and maintain SCI.
  • US Citizenship
