Summary

This position is located in the Small Business Administration, Government Contract Business Development - HQ in Washington, D.C. The incumbent prepares policy analyses of SBA's government contracting and business development programs for SBA decisionmakers and for Congress.

Duties

  • Procurement Policy Analysis and Reporting: Develop analytical reports on small business. Generate annual reports regarding small business program performance. Assists in conducting analysis of each agency's performance against negotiated small business contracting goals. Identifies discrepancies, shortfalls, trends, and areas requiring improvement through data analysis and benchmarking.
  • Procurement Policy Liaison and Representation: Assists Senior Procurement Analyst in representing and advocating for SBA's government contracting and business development programs on interagency councils and committees focused on federal acquisition policy and operations.
  • Procurement Policy Research: Conducts preliminary analysis on current and emerging policies, regulations, laws, and economic trends impacting small business participation in federal contracting.
  • Performs other duties as assigned.

Qualifications

Recent Graduates Program Eligibility:

To qualify for the Recent Graduates Program, applicants must have completed all requirements of an academic course of study leading to an associates, bachelor's, master's, professional, doctorate, vocational, or technical degree or qualifying certificate program from an accredited educational institution within the 2 years preceding the closing date of this announcement. Preference-eligible veterans who, due to military service obligations, were precluded from applying to the Program during any portion of the 2-year eligibility period are entitled to a full 2-year period of eligibility upon release or discharge from active duty. Basic Requirement for Contracting Series: (NOTE: You must attach a copy of your transcripts. Failure to submit transcripts will result in an ineligible rating.)

A. A 4-year course of study leading to a bachelor's degree with a major in any field; or

B.
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

AND

GS-09: One year of specialized experience, equivalent to the GS-07 grade level in the Federal service, obtained in either the private or public sector: 1. Performing quantitative analysis and literature reviews on policies to promote and develop businesses; and 2. Preparing reports and presentations designed for policymakers on proposed policies regarding business. These qualifications must be clearly referenced in your resume.

You must possess aFAC-C(Pro) / DAWIA Professional certification OR industry equivalent such as the NCMA Certified Professional Contract Manager or a combination of experience and education that evidence comparable skills to FAC-C(Pro). ). If you do not currently have the FAC-C (Pro) you will be required to obtain certification within 36 months of entrance upon duty. You will be required to sign a training agreement and a statement of understanding.

Education may be substituted for experience for this position.

GS-09: Successful completion of 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D. Combination of Experience and Education:

GS-09: Combination of education and experience as specified above. For example, an applicant who has 1.0 full year of Masters level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

RECENT GRADUATE PROGRAM COMPLETION AND CONVERSION: Upon completion of the minimum 1-year career development program, Program participants may, at agency discretion, be non-competitively converted without a break in service, to a term or permanent position in the competitive service. To be eligible for conversion, Recent Graduates must:

  • Successfully complete the developmental minimum-one-year period identified.
  • Demonstrate successful job performance.
  • Meet the qualifications for the position to which the Recent Graduate will be converted.
  • Complete 40 hours of formal interactive training within developmental period.
