Minimum Qualifications
Bachelor's degree and 3 years procurement experience, which may be substituted by equivalent combination of certification, training, education and/or experience.
Preferred Qualifications
Working knowledge of Oracle PeopleSoft, USC Intranet, and Bank of America Works preferred. Experience in state procurement preferred.
Knowledge/Skills/Abilities
Working knowledge of procurement practices and procurement regulations and procedures. Working knowledge of funding sources and associate restrictions associated with differing funding sources. Knowledge of governmental accounting practices, as it relates to purchasing, risk management & asset inventory. Ability to evaluate and analyze needs to develop RFQs and coordinate the bid process. The ability to interpret, apply and explain state law and University Policies and Procedures. Working knowledge of Intuit QuickBooks and Microsoft Office Suite. Above average verbal and written communications skills are also required. Working knowledge of Federal, State, and Local procurement & grant expenditure policies.

Job Duties

Job Duty
Serves as the USCB Procurement Manager. Responsible for preparing RFP /RFQs & coordinates bid collection andselection for purchases where required by policy. Provides training for
USCB employees, including student organizations, related to purchasing and
P card procedures. Ensures compliance with USCB Policies and Procedures as well as all State Procurement regulations.
Essential Function Yes Percentage of Time 25 Job Duty
Manages all aspects of USC Beaufort Procurement Card Program. Maintains USCB Policies and Procedures for compliance and adherence. Trains employees with the University's Pcard Program.
Essential Function Yes Percentage of Time 15 Job Duty
Serves are procurement officer for BJHEC Commission ensuring adequate
use of county funding. Assists in establishing BJHEC Policies and Procedures as it relates to purchasing for state agencies, and ensuring they are followed appropriately
Essential Function Yes Percentage of Time 15 Job Duty
Reviews contracts for USCB & BJHEC and routes to appropriate office for signature.
Monitors contracts for compliance with state procurement guidelines & financial obligations on behalf of the university.
Essential Function Yes Percentage of Time 10 Job Duty
Manage the inventory of all University & BJHEC assets; Serves as USC Beaufort Business Risk Manager and Insurance Manager; Coordinates with USC Risk Management Office. Manages Federal funding requests for federally declared disasters.
Essential Function Yes Percentage of Time 15 Job Duty
Serve as the USCB grant post award point of contact for Principal Investigators (PIs) regarding non-payroll expenditure of funds. Train PIs on spending grant funds and connect them with appropriate University resources. Work with the Controller's Office to prevent over and under expenditure and reconcile project balances.
