Job Duties

The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as an Procurement Officer Specialist in our Administrative Services Division. This advanced level professional will lead complex procurement to include Information Technology (IT) related services in support of transportation operations. This position is located in Richmond, Virginia.

This position's specific responsibilities and duties will include, but are not limited to:
  • Provides primary source of knowledge regarding assigned contracts and proactively advises and educates internal and external stakeholders on contractual matters.
  • Communicates with assigned contract administrators and vendors on contractual compliance issues and takes appropriate action to establish vendor accountability for all milestones, costs, deliverables, and terms and conditions specified in the contract. Negotiates with vendors as needed to modify contracts and address performance issues.
  • Analyze procurement law and policy changes to identify impact to agency policies and procedures. Develop or update procurement policies and procedures as needed.
  • Assists the Director as a senior procurement advisor for all procurement issues, including application of law, policy and procedures and delegation of authority. Advises the Director of the effectiveness and statutory compliance of procurement activities at VDOT.
  • Provide legislative support, policy development and analysis, and interpretation and application of laws, regulations and policies.
  • Assists Director in meeting legislative session requirements.
  • Facilitates cross functional teams, guiding the development of contract requirements, terms and conditions, and negotiation strategy to minimize risk and obtain maximum value for the agency.
  • Analyze and evaluate highly technical procurements, communicate results, and make recommendations and decisions in partnership with internal/external stakeholders, subject matter experts, and Office of the Attorney General.

Minimum Qualifications
  • Knowledge of VITA and IT procurement rules and regulations.
  • Ability to obtain Virginia Contracting Officer (VCO) certification.
  • Knowledge of federal, state, procurement laws, regulations, and administration, organization, and management practices.
  • Strong leadership, negotiation skills, analytical skills, presentation skills, communication skills, writing skills, and computer skills.
  • Ability to handle diverse and complex situations, manage multiple assignments, communicate both orally and in writing.
  • Ability to read, interpret and explain regulations, procedures and standards; to analyze and evaluate proposals; to advise management on procurement activities.
Additional Considerations
  • A combination of training, experience or education in business or a related area.
  • Possession of CPPO, CPPB, CPM, or other nationally recognized professional purchasing certification preferred.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.

VDOT utilizes a market based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
