The Acquisition Services Management Division is seeking highly motivated Procurement Specialist 2 to support important national security missions at LANL. Our primary core functions support all LANL procurement activities.

Key Responsibilities include but are not limited to:
  • Responsible for contractual formation and management, including soliciting, negotiating, and administering for specialized materials, equipment and services as well as various moderate dollar, fixed price, cost reimbursable contracts.
  • Participate with the Laboratory's Small Business Office in the identification and development of small business sources.
  • Prepares requests for proposals (RPS), reviews solicitations, and prepares specialized responses for proposals, bids, and contract modifications.
  • Monitors subcontractor's progress against time and funding schedules ensuring compliance and anticipating and resolving gaps such that the integrity of the procurement is maintained.
  • Review and approve subcontract invoices screening for allowability, allocability, monetary value, and compliance with subcontract terms and conditions.
  • Develop negotiation strategy and leads negotiation team on complex contractual issues as well as provide contractual guidance to business team members for appropriate Statement of Work.


What You Need
Minimum Job Requirements:

  • Knowledge and Expertise: Demonstrated ability to interface with customers across the organization providing acquisition strategies for impending procurements; demonstrated experience in all phases of the variety of purchase order/subcontract types, fee arrangements, terms and conditions within a multi-functional environment; demonstrated experience in contract administration; demonstrated experience in commercial and/or government subcontracting.
  • Accountability: Experience working with confidential or proprietary information, classified documents or sensitive information.
  • Communication: Demonstrated ability to effectively communicate in written and oral communication in a wide variety of settings including, but not limited to, verbal presentations and group meetings. Effective interpersonal skills and demonstrated ability to interact with both internal and external customers of varying professional levels.
  • Organization: Demonstrated administrative and organizational skills. Demonstrated experience in administration of small and moderate size procurements.
Education/Experience: Position requires a bachelor's degree in business administration or related degree from an accredited institution and 3 years of directly related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:
  • Demonstrated high-level competency in creating clear and concise written documentation that fully summarizes all aspects of a procurement transaction.
  • Professional level experience in developing contract types, fee arrangements and contract terms as well as when needed recommending potential solutions to contractual problems to management.
  • Ability to work in a fast paced, ever-changing environment with numerous deadlines and expectations.
  • Recent hands-on experience in Federal Subcontract management.
  • Creating adequate NNSA consent packages and managing the approval process through successful completion.
  • Knowledge of Buy American Act.
Location: This position will be located in Los Alamos, NM with the potential for teleworking from a location within 2 hours ground commute of this location. Reporting onsite will be periodically required. Telework is at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Directive 206.2
- Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
