Job Duties

To procure goods and services utilizing knowledge of procurement according to the policies and procedures of the Virginia Public Procurement Act and the Agency Procurement and Surplus Property Manual. Maintains sources of supply and promotes small, women-owned and minority-owned business programs. Serves as first point of contact for eVA related issues and concerns as well as general procurement questions from agency staff. Assist and support Promotional Products Plant operations to achieve strategic objectives for quality products, accurate and complete orders within the delivery time specified. This position is required to complete and submit a Statement of Economic Interest.

Probationary Period: If hired by VCE you will start or restart a 12-month probationary period. This is for all New Hires, Transfers, returning State Employees.

Minimum Qualifications

High School Diploma or GED. Proficiency in computer keyboarding and MS Word, Outlook, and Excel. Skill in planning, organizing, record-keeping, purchasing, problem solving, and training. Ability to effectively manage time, maintain attention to detail, prioritize, and make decisions. Ability to work independently, resolve problems, and perform effectively in complex work situations that involve multi-tasking and procedural requirements. Ability to communicate clearly both orally and in writing, listen effectively and handle difficult situations. Knowledge of the public procurement process, contract administration, and Small Purchase Charge Card Program (SPCC). Knowledge of the electronic procurement system eVA or other electronic purchasing system. Ability to work independently, resolve problems, and perform effectively in complex work situations that involve extensive procedural requirements.

Additional Considerations

Knowledge of general business, strategic planning, resource allocation, raw materials, production processes, quality control, costs, and other factors impacting the manufacture and procurement of goods and services. Knowledge of sources of supply, commodities, price indices, and manufacturing markets. Virginia Contracting Associate (VCA), or other purchasing certification. Must obtain State Certification as a VCA within one ear of employment.
