Job Description

The Texas State Library and Archives Commission (TSLAC) seeks a Procurement Specialist/Buyer to join our collaborative and dynamic Purchasing team within the Administrative Services (ADMIN) division, which is located in Austin, Texas.

The Procurement Specialist/Buyer plays a pivotal role in supporting our procurement and purchasing activities on behalf of the agency. The Purchasing Team practices centralized purchasing and supports our agency's four locations: three in Austin, TX, and one in Liberty, TX. The primary function of this role is to perform simple to complex competitive procurements for the agency, with duties such as developing specifications, drafting solicitations, gathering quotes or vendor responses, facilitating evaluations, processing contract awards and/or purchase orders, and maintaining accurate records. This role works closely with the Support Services and Accounting Teams.

What does the job look like?

We are hiring for a range of Procurement Specialist. Amount of supervision and level of responsibility dependent upon classification.

- Processes complex procurements for products and specialized services

- Processes complex purchases of Information Technology (IT) products and services

- Maintains necessary records to comply with state and federal audit regulations.

- Completes and submits all required purchasing-related reports.

- Ensure that agency Historically Underutilized Business (HUB) goals are met.

- Provide support to staff about Purchasing related documents in CAPPS.

- Assists in the training of or trains the Purchasing Liaison Team, Receiving Team, and Project Managers in CAPPS/Bonfire, and agency procedures accordingly.



Qualifications:

What does it take to qualify (minimum)?

For Procurement Specialist Purchaser IV/V Salary $5000.00-$6000.00 per month commensurate with experience.

- High School Diploma or GED

- Three-four years of experience purchasing goods and services.

- Two-three years of experience conducting competitive procurements, including developing specifications, drafting solicitations, gathering quotes or vendor responses, and facilitating evaluations.

Other things we look for (preferred):

- Graduation from an accredited four-year college or university with major coursework in business administration, public administration accounting or a related field

- Certification as a Certified Texas Contract Developer (CTCD)

- Certification as a Certified Texas Contract Manager (CTCM)

- Experience using Texas Statewide cooperative contracts through the Statewide Procurement Division (SPD) contracts and/or Department of Information Resources (DIR) contracts.

- Experience using and online e-Procurement system.

- Experience as a Team Lead or Supervisor

- Experience in purchasing books, publications, subscriptions, and other library materials.

- Experience in using Centralized Accounting and Payroll/Personnel System (CAPPS), PeopleSoft, or Oracle-based software for procurement tool.

- Experience with contract drafting, negotiations, and/or contract monitoring.

- Experience using the Electronic State Business Daily (ESBD), Bonfire, or similar e-procurement bidding tool.

- Experience with statewide HUB program.

- Experience with statewide reporting requirements and form submissions for procurements.

- Experience purchasing information technology (IT) products and/or services using DIR contracts.

- Experience in providing support to non-purchasing staff and/or vendors about purchasing and HUB requirements.

- Experience in public speaking including training presentations, demonstrations, and hosting meetings/conferences.

- If not already certified, the successful candidate must obtain a Certified Texas Contract Developer (CTCD) certification within the first six months of employment.
