This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). *
To be considered for appointment through NY HELPS, candidates must meet the open-competitive minimum
qualifications for this position. The qualifications are:
Open Competitive:
Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's
degree or higher as listed below;
Or 2. a New York State Professional Engineer's license and current registration AND one year of full-time
qualifying engineering experience as listed below.
Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction
Engineering Technology, Construction Engineering Management, Construction Engineering Management
Technology, Electrical Engineering, Electrical Engineering Technology, Electrical Power Engineering,
Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering,
Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological
Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and
Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials
Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or
Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time engineering experience in the design and construction of parks,
roads, bridges, recreational facilities, water and/or wastewater treatment facilities.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate
Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Professional Engineer 1 (Civil) is a continuous recruitment examination for promotional candidates only. All

Opportunities in Engineering (ny.gov). There is no fee for this examination. The minimum qualifications are:
Promotional: You must have a New York State Professional Engineer's License and current registration AND be
a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service
as follows: Assistant Engineer (Civil).

Duties Description The Professional Engineer 1 will work in the Capital Delivery section or in the Design Services section of the
regional Design unit.
If assigned to the Capital Delivery section, the incumbent of this position will be the Consultant Job Manager
and/or the Design Squad Leader for an in-house design squad for highway and bridge rehabilitation and
reconstruction projects. Duties may include, but are not limited to:
• Managing in-house Design teams, and/or managing Consultant teams in the development of project
scope, preliminary engineering, and final design.
• Producing biddable contract plans, specifications, and estimates.
• Delivering projects on-time and on-budget.
• Preparing and maintaining project schedules using P6 (primavera).
• Developing/reviewing design reports.
• Obtaining permits.
• Supervising several engineers and technicians.
• Coordinating with Regional and Main Office functional groups, coordinating with the public and with
other agencies
If assigned to the Design Services section, the incumbent of this position will be responsible for roles which
may include Regional Estimating Engineer, Regional Value Engineering Coordinator, and supervising and/or
assisting the following roles: Regional Special Specification Coordinator, ProjectWise Data Manager, Plan
Review, and/or Utility Engineering. The role requires close familiarity with project development, as well as
strong supervisory and communication skills. Duties may include:
• Reviewing contract plans, specifications, and estimates, and providing comment and guidance to
designers to ensure project quality.
• Keeping up to date on State standards to maintain quality relating to the roles listed above.
• Learning and using necessary software to support the roles listed above (such as Estimator and
AASHTOWare Project Preconstruction for Estimating and SpecTracker for Special Spec Coordination).
• Keep track of project Bid Results and Price Trends relating to project estimates.
• Supervising several Engineers and Technicians performing different roles.
• Coordinating with Regional and Main Office functional groups, and with other agencies.
Responsibilities may include serving a role within the Incident Command System to support the
department's response to regional and statewide emergency situations

Additional Comments *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For
the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means
no examination is required but all candidates must meet the minimum qualifications of the title for which they
apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment
status converted to competitive status, without having to compete in an examination. Employees will then be
afforded with all of the same rights and privileges of competitive class employees of New York State. While
serving permanently in an NY HELPS title, employees may take part in any promotion examination for which
they are qualified.

regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.)
