This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, candidates must meet the minimum qualifications for this position. The qualifications are:
Open Competitive:
Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below;
Or 2. a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.

Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Professional Engineer 1 (Civil/Transportation) is a continuous recruitment examination for promotional candidates only. The minimum qualifications are:
Promotional: You must have a New York State Professional Engineer's License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Engineer (Civil/Transportation).

Duties Description The NYSDOT Region 11 is looking for qualified candidates to join the Structures Group. As a member of the Structures, the candidate will play a crucial role in designing, analyzing, and overseeing bridge replacement and bridge inspection projects in New York City.
Under the supervision of higher-level staff, the incumbent of this position will provide support to Bridge Capital Program and/or Bridge Management Program in Region 11 Structures Group as the Consultant Job Manager and/or Structures Design Squad Leader in-house design squad.

If assigned to the Bridge Capital Program, the incumbent of this position will be the Consultant Job Manager and/or the Design Squad Leader for an in-house bridge design squad for bridge rehabilitation and replacement projects. Duties may include but are not limited to:
• Perform structural analysis, including those of high degree of complexity relating to the design, estimating, and preparation of contract documents for replacement bridge projects and rehabilitation projects utilizing the Department's software tools.
• Investigate and provide fast track repair design and details for unanticipated or emergency structural conditions across the region.
• Prepare detailed structural drawings, specifications, and estimates for bridge projects.
• Perform field inspections and work on necessary reports in preparation of producing contract documents for structure rehabilitations.
• Sealing and signing all structural designs performed.
• Participate in training activities to further individual knowledge and expertise in bridge engineering, as well as providing training for less experienced staff.
• Stay updated in industry advances and innovations.
• Provide engineering expertise to different groups within the region and coordinate with internal and outside agencies.
• Manage in-house design squads and consultants.
• Manage bridge projects overseeing all technical and administrative aspects of the project.
If assigned to the Bridge Management Program, the incumbent of this position will be the Consultant Job Manager for biennial and interim inspection of arterial and local bridges. Duties may include but are not limited to:
• Serve as the Consultant Job Manager for biennial and interim inspection of arterial and local bridges.
• Directly manage the inspection consultant as the Consultant Job Manager, overseeing all technical and administrative aspects of the project.
• Develop and maintain schedules for inspection.
• Review the inspection reports, flag reports, NSCO's, and load rating updates.
• Quality Assurance review & approval of flag reports in EAM.
• Review consultant invoices; prepare consultant evaluations.
• Coordinate with Main Office to maintain state-wide consistency.
• Submit monthly progress reports for bridge inspections.
• Perform flag tracking and assure timely resolution, as necessary.
• Ensure transmittal of flags to bridge owner for corrective actions.
• Provide support for bridge-related emergencies during and off work hours.
• Develop and maintain schedules for bridge inspections.
• Assist in coordination with Main Office, city agencies, and Regional Groups, as necessary.
• Perform special tasks, as needed.
• Supervise and train subordinate staff.
• Respond/resolve public and elected officials' concerns and comments.
• Perform field reviews of bridge inspections.

Additional Comments Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations

* For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
