Duties

As a Program Analyst within the Laboratory and Analytical Services Division of the Water Mission Area of the U.S. Geological Survey, some of your duties will include:
  • Provides day-to-day business-management support for program activities to approximately 130 staff.
  • Oversee development, revision, and dissemination of Standard Operating Procedures (SOP's) and tip sheets providing guidance to staff on human resources, procurement, travel, payroll and office services topics.
  • Performs duties associated with personnel management to include maintaining a working knowledge of Federal human resources policies and procedures.
  • Serves as point of contact for administrative activities involving a support services contract as a Contractor Officer's Representative (COR).
  • Coordinates and is the lead records management expert in the Division, train other staff in records management requirements, maintains filing systems and analyzes current records to ensure compliance with all records management laws and regulations.
  • Utilizes various computer systems and software programs to support the needs of providing financial and/or program information along with the ability to communicate that information.
  • Act as a Contracting Officer's Representative (COR) for the Division's contracts.

Qualifications

For GS-11:

Applicants must meet one of the following to qualify for the GS-11 level:

One (1) year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-09 level in the Federal service. Examples of GS-9 level work: 1) Participating in the identification and development of data required for use in the management and direction of programs; 2) preparing guidance documents for work plans; 3) researching program methods and establishing procedures for program requirements. Assignments were made with the objectives, priorities, and deadlines defined. Work was planned and carried out independently in accordance with proven techniques, methods, and practices. Controversial use of approaches or modifications of standard procedures were typically discussed with a designated person before being carried out.

**OR applicants may substitute successful completion of 3 years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree (such as an LL.M, if related). (54 semester hours, 81 quarter hours, or the equivalent).

**OR a combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements.
