Summary

This position is located in the Office of the Veteran Readiness and Employment (VR&E) Division, VA Regional Office, Muskogee, OK. As one of the Veterans Benefits Administration's organizations, VBA Muskogee administers a full range of compensation, Veteran Readiness for the state of Oklahoma. These programs provide over $600 million annually to Veterans and their families, based on entitlements earned through military service. The VR&E Division consists of approximately 22 employees.

Clarification from the agency

This vacancy announcement is open ONLY to current, permanent Muskogee, Oklahoma VBA Regional Office employees and current/former VA employees who are CTAP eligibles in the local commuting area. For the purpose of this job announcement, Fiduciary Hub bargaining unit employees in the commuting area are considered facility employees.

Duties

The VR&E Program Analyst is responsible to the Veteran Readiness and Employment Officer (VREO) for managing the front office and assisting him or her by carrying out a complete range of administrative, project management, and analytical functions.

The duties include, but are not limited to, the following:
  • Tracks division progress with respect to goals and facilities work or program reviews in order to improve division results.
  • Recommends solutions on inter-team issues and matters with external factors.
  • Provides support to Division management on significant issues that include policies, division goals and objectives, internal controls, and the preparation of priority reports to the Director and/or VA Central Office.
  • Prepares for the VR&E Officer review and signature assorted memorandums, letters, and other written communication.
  • Assist in, or performs, evaluations in the processes of various Systematic Analyses of Operations (SAO) to determine the level of quality and management factors of all program areas.
  • Utilizes Microsoft software and other applications to prepare documents, spreadsheets, databases, presentations, and other output for VR&E Officer.
  • Reviews all new directives from all sources and advises the VR&E Officer regarding the impact on division programs and how to implement the new requirements.
  • Examines and analyzes office productivity data and briefs the VR&E Officer progress made in achieving performance goals, areas needing special attention, and suggested alternative remedial actions.
  • Completes, with minimum supervision, ad hoc assignments as required.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday - Friday, Eight hour tour of duty, between 6:00 am and 6:00 pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 05/09/2024.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
  • For a GS-11 position you must have served 52 weeks at the GS-9 level.
  • For a GS-12 position you must have served 52 weeks at the GS-11 level.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:

GS-11 Grade Level:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization (GS-9). Specialized experience is defined as work that involves:

    • Experience in gathering and analyzing complex factual data and presenting findings to management; and experience with continuous process improvement strategies.
  • GS-11 Education Substitution:
    • Ph.D. or equivalent doctoral degree
      • Or
    • 3 full years of progressively higher level graduate education leading to such a degree
      • Or
    • LL.M., if related
  • Combination of Education and Specialized Experience:
    • Combination of specialized experience as described above and graduate education which totals at least one year.
    • To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

GS-12 Grade Level:

  • Specialized Experience: Youmust have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization (GS-11). Specialized experience is defined as work that involves:

    • Experience planning and conducting complex organizational studies; researching and analyzing a wide variety of operational data in order to evaluate and measure the effectiveness and efficiency of organizational operations; and communicate recommendations to top management officials.

Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: While the work is primarily sedentary, some walking, bending, stooping, and carrying of light materials is present in the position.
