Duties

As a PROGRAM ANALYST (TITLE 32), GS-0343-9, this position is located in the Deputy Chief of Staff (DCS) G-4/DCSLOG, Joint Force Headquarters (JFHQ), Army National Guard (ARNG), Distribution Management Division, Command Supply and Services Branch, Command Supply and Discipline Section. Its purpose is to establish supply discipline as regulatory guidance; standardize supply discipline requirements; provide responsible personnel with a single listing of supply policy requirements; make the ARNG more efficient with respect to time spent monitoring subordinates' actions; eliminate repeat findings of noncompliance with policy; serve as a monitor for the Command Supply Discipline Program (CSDP) management controls.

1. Develops sampling plans and procedures for validating unit/activity accountability and inventory certifications. Independently evaluates the effectiveness of substantive unit programs and processes in meeting their established goals and objectives. Analyzes evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses. Develops recommendations to correct deficiencies or suggest program or process improvements for the organization. Plans and designs procedures to improve organizational effectiveness and efficiency.

2. Evaluates unit and organizational effectiveness. Develops and administers a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations. The employee plans, coordinates, and carries out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned projects. Using standardized and locally developed evaluation programs and processes, management principles, organizational theory, and techniques of analysis and evaluation, plans and accomplishes scheduled evaluations. Analytical methods contained in applicable regulations and guidelines are not always applicable to specific work; Incumbent adapts methods to meet needs of the specific situation.

3. Collectively evaluates management effectiveness of property management functions and informing management of their programs. Coordinates and/or conducts management studies of organization, staffing, work measurement, methods, or procedures. Incumbent reviews administrative audits, Financial Liability Investigation for Property Loss (FLIPL) reports, and Command Supply Discipline Program (CSDP) review reports to determine accountability trends to develop scope of review and recommendations to improve accountability processes and corrective actions. Monitors all unit standardization/evaluation type programs ensuring adherence to all requirements defined in Department of the Army (DA), National Guard Bureau (NGB), and local publications or other applicable directives. Identifies or creates metrics and measures progress toward accomplishment of unit plans, programs, goals, and objectives regarding federal property and supply accountability.

4. Applies statistical analysis techniques to measure progress, efficiency, and trends impacting the readiness of the organization and the effectiveness of management controls regarding logistics discipline to meet organizational goals and objectives. Develops cost analysis of financial impact regarding accountability, equipment and supply damage, adequacy of storage, physical security and loss of federal supplies and equipment.

5. Interprets a variety of requirements making independent judgments to determine organizational compliance with applicable regulations, procedures and practices. Provides USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, with factual, objective assessments of the unit's ability to conduct unit logistics operations and account for federal property. Analyzes, evaluates, validates, and identifies ways to improve the mission, function, and activities of the organization. Provides USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, with information needed for effective direction of programs to include reports identifying limiting factors, program management opportunities, and availability of equipment on hand.

6. Advises the DCSLOG/G4, Command Staff, unit/activity commanders, activity managers on the evaluation of basic program policies, regulatory requirements, and follow-up procedures regarding applicable completed evaluation. Recommend corrective action to re-establish and ensure unit/activity compliance, with applicable logistics and physical security regulations and directives, with a specified suspense date.

  • Incumbent of this position may be required to participate in a Medical Surveillance Program to evaluate exposure to potentially harmful physical and/or chemical agents. This may require pre-employment and yearly physical examinations.

  • Military Grades: Officers, Warrant Officers, and Enlisted members.
  • Extensive travel is required to perform duties throughout the state.
  • Proficient in logistics standard army management information system (STAMIS).


Qualifications

Areas of Consideration:

Area 1 - Current permanent and indefinite T32 technicians of the Oregon ARNG.

Area 2 - Current permanent and indefinite T5 employees of the Oregon ARNG.

Area 3 - Current service members in the Oregon ARNG.

GENERAL and SPECIALIZED EXPERIENCE QUALIFICATION REQUIREMENTS:

Work involves developing, analyzing, evaluating, advising, or improving the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, management controls, and similar functions of management. Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems.

GS-09 - 1-year specialized experience, education, or training equivalent to at least the next lower grade level (GS-0343-07). Experience, education, or training which has provided application of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management.

To Qualify for This Position, You Must Have:

A. One year of specialized experience equivalent to the GS-07 level in duties that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.

OR

B. A Masters degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. Education must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

C. A combination of Experience as described in "A" above and Education as described in "B" above.
