Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a PROGRAM ANALYST (Title 32), PD Number D1911P01 and is part of the RI Joint Force Headquarters. The purpose is to establish supply discipline as regulatory guidance; standardize supply discipline requirements; provide responsible personnel with a single listing of supply policy requirements and make the ARNG more efficient with respect to time spent monitoring subordinates' actions.

Duties

Develops sampling plans and procedures for validating unit/activity accountability and inventory certifications. Independently evaluates the effectiveness of substantive unit programs and processes in meeting their established goals and objectives. Analyzes evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses. Develops recommendations to correct deficiencies or suggest program or process improvements for the organization. Plans and designs procedures to improve organizational effectiveness and efficiency.

Evaluates unit and organizational effectiveness. Develops and administers a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations. The employee plans, coordinates, and carries out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned projects. Using standardized and locally developed evaluation programs and processes, management principles, organizational theory, and techniques of analysis and evaluation, plans and accomplishes scheduled evaluations. Analytical methods contained in applicable regulations and guidelines are not always applicable to specific work; Incumbent adapts methods to meet needs of the specific situation.

Collectively evaluates management effectiveness of property management functions and informing management of their programs. Coordinates and/or conducts management studies of organization, staffing, work measurement, methods, or procedures. Incumbent reviews administrative audits, Financial Liability Investigation for Property Loss (FLIPL) reports, and Command Supply Discipline Program (CSDP) review reports to determine accountability trends to develop scope of review and recommendations to improve accountability processes and corrective actions. Monitors all unit standardization/evaluation type programs ensuring adherence to all requirements defined in Department of the Army (DA), National Guard Bureau (NGB), and local publications or other applicable directives. Identifies or creates metrics and measures progress toward accomplishment of unit plans, programs, goals, and objectives regarding federal property and supply accountability.

Performs other duties as assigned.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. Must be a current Soldier of the Rhode Island Army National Guard.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • Participation in direct deposit is mandatory.
  • Incumbent must be able to obtain a secret security clearance.
  • Extensive travel is required to perform duties throughout the state.
  • Proficient in logistics Standard Army Management Information System (STAMIS).


Qualifications

Military Grades: E4 through O3

GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: 1-year specialized experience, education, or training equivalent to at least the next lower grade level. Experience, education, or training which has provided application of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management.

  • Comprehensive knowledge and skill in applying statistical analysis and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Using statistical trend analysis and evaluative methods and techniques ensuring that all cost center analysis are effective and efficient.
  • Knowledge of administrative logistics and physical security regulations and operating procedures and possesses skills in applying fact-finding and investigative techniques (e.g., supply personnel and unit commander interviews, review of work procedures, command supply discipline and financial liability of loss reports, instructions, records, and files) to gather clear-cut factual evidence of compliance with logistics and physical security regulations, directives and local standing operating procedures (SOP).
  • Specialized knowledge of logistics and supply operations in order to validate status of on hand property and equipment regarding excess property postures, turn-in procedures, equipment/supply receipt procedures, processing statement of charges, posting adjustments to property records, accountability procedures, and review of durable/expendable document registers.
  • Knowledge and skill of analytical techniques performed through interviews with supervisors, employees, and organizational workforce, including commanders and supply personnel to establish recommended solutions or follow-on actions.
  • In-depth knowledge in conducting interviews and evaluations, analyzing findings and developing recommendations for corrections or improvements in the evaluated program. Providing evaluation criteria for studies and evaluations ensuring there are standards to measure effectiveness of individuals and programs.
  • Expert knowledge of administrative regulations and operating procedures to identify, analyze, and provide recommendations for improving management, administrative, operations and maintenance methods and procedures. Interpreting technical requirements allows the incumbent to make independent judgments and provide recommended changes to improve efficiencies.
  • Knowledge of Department of the Army (DA), Army National Guard (ARNG), policies, procedures, regulations and precedents; enabling the incumbent to correlate and implement change to program goals and objectives directly associated with accountability requirements and goals of the USPFO and Chief, NGB.
