The Harris Center for Mental Health and IDD ("The HARRIS CENTER") is looking for a Program Assistant to join our team. Completes various purchasing and supply/stocking responsibilities in support of clinical and administrative operations at the Neuro-Psychiatric Center (NPC). This may include but not be limited to inspecting, maintaining, and restocking supplies to par levels on the clinical units. Preparing purchase requisitions and similar documents utilizing Agency software and programs for this purpose; completing reports of purchasing activities; verifying order entry and delivery; managing the returns of equipment and supplies; and managing resources provided to the best and fullest use while minimizing waste or excessive supplies. This position is also responsible for disaster preparedness for NPC, ensuring that emergency supplies are stocked and available in advance of an emergency and throughout the emergency. Also responsible for maintenance and upkeep of PES vehicles to include ensuring maintenance is completed and reports are completed & submitted on a monthly basis. This position also serves as the Safety Officer and the Fixed Assets Designee (FAD) for PES/NPC.

What you will do:

Purchasing Functions (approx. 10hrs/week) :
  • Oversees the production of all purchase orders. Documents requisitions, printing, proofing, registering, and distributing all purchase orders.
  • Ensures adequate supplies are on hand for all clinical, patient, administrative, and office supplies.
  • Maintains vendor relations and assesses supply chain impacts to order delivery and anticipates delays to ensure adequate supplies are on hand
  • Collaborates with clinical staff in establishing "Par" levels for all supplies both on unit and in storage area and works to restock and resupply according to those levels. Will use the par levels as guidance for reordering and future purchases.
  • Utilizes Agency purchasing system (e.g., Ross) and contracted vendors websites for order entry
  • Maintain all purchasing records (invoices, billing statement, quotes, etc.) in accordance with Agency P&P or as directed.
  • Assist with special purchases and/or specialized equipment to support clinical and direct patient care.
  • Generates and submits monthly P-card reports with documentation as required.
  • Reconciles and maintains correct accounting of employee and administrative monthly parking contracts with Texas Medical Center (TMC) Parking. Actively engages TMC for corrections as needed to ensure accurate billing to Agency.
  • Serves as FAD for PES/NPC, ensuring that purchases of all equipment is documented, as are any transfers of equipment

Resupply and Stocking Functions (approx. 10-12hrs/week) :
  • Assesses current supply levels and then delivers and restocks unit supplies in accordance with par level established with clinical leadership
  • Assesses current supply levels for linens and then delivers and restocks the unit storage
  • Maintains par levels in storage areas for linens, patient clinical and basic need supplies
  • Check and follow-up with clinical areas to maintain and deliver PPE supplies

Safety Officer Function (approx. 2hrs/week) :
  • Conducts Fire Drills per Agency P&P to assess preparedness of staff in all areas of NPC.
  • Completes Safety Checklist during walk throughs of NPC per Agency P&P.
  • Provide direction and/or corrective actions to items found not in compliance. Reports findings and actions taken to Administration.
  • Maintains back-up keys for equipment (ceiling trap doors, law enforcement gun locker, bulletin boards, file cabinets, etc.)
  • Maintain and assist in document shred bin rotations when full or when vendor is scheduled.
  • Prepares for Adverse Weather events by ensuring emergency supplies are stocked and on hand per Agency P&P. This may require after hours duties and presence at NPC.
  • Coordinates furniture and file cabinet moves as needed.

Vehicle and Transport Function (approx. 2hrs/week) :
  • Acts as carrier or facilitates deliveries to and from main Agency location (9401 SW Freeway) and other program sites as needed (e.g., pick printed materials from print shop, deliver paperwork to Purchasing and Accounting departments.
  • Maintains the mileage logs and gas receipts and submits monthly for Agency assigned vehicles (3).

Performs all other duties as assigned and adapts readily to a changing work environment.

What qualifications you will need:
  • High School diploma or GED (Required)
  • Bachelor's degree (B.A.) or equivalent (Preferred)
  • Purchasing oriented work experiences from any consumer service area.
  • Stocking experiences from retail to general warehousing
  • Working in a large agency providing excellent customer service
  • Purchasing process cycle
  • Understanding supply chain impacts to order delivery
  • Stocking and Par levels to include FIFO, LIFO, etc.
  • Use of computer software and spreadsheets
  • Developing and presenting reports on work performed
  • Collaborating with different disciplines for accomplishment of operational and strategic goals.
  • Customer service driven support
  • Ability to work autonomously, with minimal supervision or oversight
