Job Duties

NOTE: This position is only open to current state of Virginia Department of Social Services employees.

The Virginia Department of Social Services (VDSS) engages families for success. Its Division of Child Support Enforcement (DCSE) manages nearly 251,000 cases to ensure that child support payments of $590 million per year reach families across the Commonwealth. Support Enforcement Specialists establish and sustain helping relationships with parents who have payment obligations as well as parents who depend on those payments.

The Program Consultant Senior assists the Director of Operations to ensure the directives and mission of the Child Support Enforcement Program and all applicable laws and policies are met. Serves as an active member of the assigned office's leadership team. Participates in task forces, workgroups, committees or other bodies as delegated. Assists with child support policy by recommending, drafting, developing and researching proposals in order to further the mission of the program and support the assigned office. Researches, analyzes, evaluates state and federal policy and training matters for the Director, utilizing professional judgment and decision-making ability to make recommendations for the program at an executive level. Will provide direct support to the Director of Operations and Division of Child Support Enforcement.

Comprehensive working knowledge of the complex statewide Child Support Enforcement program and the federal child support system and policies.

Understanding of collection techniques
Strong organizational and analytical thinking skills

Ability to:
-apply problem-solving techniques to a variety of situations
-analyze and assess district activity/productivity
-interpret and apply federal and state laws, policies, procedures and regulations
-analyze and apply complex federal and state legislation and ability to plan, implement and evaluate legislation
-plan, implement and prioritize work
-deal with complex and critical issues and to manage multiple projects or assignments in a timely manner with
minimal detailed supervision
-fulfill the needs of internal and external customers, providing timely resolutions and working with a diverse clientele
-collaborate, communicate and work cooperatively with others within and outside the department
-establish and foster cooperative and cordial relationships with individuals and agencies
-excellent oral and written communication skills
-use time management skills to prioritize workload as needed

Additional Considerations

Intermediate skill in spreadsheet, database and word processing applications (Microsoft Office, Excel and Power BI).

Experience:
-Creating surveys and compiling results
-Creating and conducting presentations
-Project planning, coordination and/or leadership
-Developing SOPs
