The Virginia Department of Social Services, Division of Family Services (DFS) is currently seeking a Program Consultant, Sr./Congregate Care Coordinator). This position is responsible for minimizing the number of youth in foster care that are placed in congregate care by ensuring the child's needs warrant that level of care (verifying medical necessity) and managing programs that serve as an alternative to congregate care.

This position will oversee the process to review placements for medical necessity, coordinate efforts to reduce the number of children in foster care placed in congregate care and support the increase in number of children in kin/family-based placements. This position works closely with the Family First Prevention Services Team to develop designated placements in order to maximize the use of federal funding. This position will collaborate with regional consultants to ensure safety, permanency and well-being of children/youth placed in congregate care settings.

Minimum Qualifications
  • Considerable work experience involving child welfare services, programs and policies, preferably in foster care.
  • Knowledge of child development and family functioning.
  • Knowledge of human behavior as it relates to social and economic problems and casework principles and practices.
  • Work experience in analyzing, interpreting, and applying federal and state laws and regulations, policies, procedures, and practices.
  • Demonstrated interpersonal skills needed to handle questions and provide solutions to customer questions and problems.
  • Ability to analyze and interpret statistical data, program results, and trends.
  • Demonstrated ability to analyze information, draw conclusions, and develop and implement a planned course of action.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Demonstrated ability to plan, organize, prioritize, and manage work to meet established deadlines and time guidelines.
  • Skills to use personal computers, word processing and other software.
  • Ability to work independently and as a team member.
  • Proficiency in MS Office with the ability to learn new software and technology tools.
