Pay Range

$294,780 - $380,424 Annually

Job Description

We have an opening for a Program Development Lead for Advanced Manufacturing.You will play a pivotal role in the development of advanced technology/engineering to support the institutional mission in materials and manufacturing for national security applications. In particular, the lab's initiative in Manufacturing Futures and initiatives in biomaterials, climate and energy, global security, and nuclear deterrence will guide your effort. You will leverage Lawrence Livermore National Laboratory's (LLNL's) unique competencies in advanced materials and manufacturing, modeling and simulations, and high-performance computing. You will be responsible for strategy, institutional integration, and program development which impacts 100+ multidisciplinary staff across LLNL as well as for multiple facilities containing sophisticated equipment occupying a total footprint of approximately 50,000 sq ft. This will require expert knowledge of and experience with leadership, management, and organizational development principles to lead and achieve Laboratory, Department of Energy (DOE), and customer/sponsor requirements. Expert communication, facilitation, collaboration, and problem-solving skills are necessary to develop and lead innovative research, build cooperative teams, and interact with management and customers/sponsors on a wide variety of levels. This position will be in the Engineering Principal Associate Director's Office and will report to the Deputy Principal Associate Director for Science and Technology.

In this role you will
  • Identify, prioritize, and pursue new opportunities for program development, focusing on sponsors that fund high-risk, high-reward initiatives in
    • Department of Defense (DOD), specifically Defense Advanced Research Projects Agency (DARPA).
    • Department of Energy (DOE) offices such as Advanced Research Projects Agency-Energy (ARPA-E) and Advanced Materials and Manufacturing Technologies Office (AMMTO), in partnership with other program leaders at LLNL.
    • The State of California, in partnership with the LLNL government affairs office.
    • Industry partners, especially in climate and energy, in partnership with the Innovation and Partnerships Office at LLNL.
  • Manage a portfolio of strategic, high-value projects to provide Science and Technology (S&T) solutions and meet sponsor and stakeholder expectations. Provide strategic plans, technical review, and oversight, develop, establish, and implement related operational policies, goals, and objectives, and coordinate program execution.
  • Ensure budgets, schedules, and performance standards are realistically set and attained, leading to the effective achievement of objectives and mission deliverables, and meeting Laboratory and DOE requirements.
  • Work closely with technical leads to develop a Research and Development (R&D) strategy. Collaborate with technical leads to develop a plan to identify internal resources needed to implement the strategy and communicate it to Leadership team.
  • Develop and implement strategic plans to leverage materials and manufacturing with a focus on LLNL technologies. Identify critical capability gaps and develop investment and risk mitigation plans to address them.
  • Work closely with colleagues in Physical and Life Sciences, Computing, Global Security and Strategic Deterrence directorates to build multidisciplinary teams to pursue funding opportunities.
  • Develop/strengthen external (academia, industry) and internal strategic relationships.
  • Perform other duties as assigned.

Qualifications
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
  • Master's degree in materials science and engineering, mechanical engineering, manufacturing engineering, precision engineering, chemical engineering, or related technical field, or the equivalent combination of education and relevant experience.
  • Significant experience in business/program development with federal sponsors and/or industrial partners.Experience obtaining sustained funding.Experience with financial and budget oversight.
  • Extensive experience leading, managing, and directing a large, diverse multidisciplinary and high-visibility team, building positive and collaborative working relationships among a wide range of scientific, technical, operational, and administrative staff, customers, and stakeholders.
  • Advanced analytical, problem solving, and decision-making skills necessary to independently interpret, advise, recommend, approve, and implement solutions/actions to resolve complex problems. Extensive experience establishing trust and credibility, leading change effectively, and providing innovative direction, leadership, and influence.
  • Advanced written, verbal communication and interpersonal skills necessary to deliver presentations, prepare written reports, influence change, negotiate, interact, and collaborate with a diverse set of scientists, engineers, and other technical and administrative staff.
  • Leadership experience in topics related to Inclusion, Diversity, Equity, and Accountability (IDEA).
  • Ability to travel, as necessary, to interact with sponsors, customers and collaborators.

Qualifications We Desire
  • PhD in materials science and engineering, mechanical engineering, manufacturing engineering, precision engineering, chemical engineering, or related technical field, or the equivalent combination of education and relevant experience.
  • Knowledge of and passion for national materials and manufacturing related programs and science and technology efforts.
