Description
The program manager maintains single point accountability and responsibility for leading a team of over 300 professionals delivering end-to-end IT infrastructure modernization, operations and end-user services 24/7/365 to a Federal Civilian agency with over 20,000 on-site and remote employees in over 800 locations with over 17,000 laptops/desktops; 11,000 mobile devices; 2,000 physical/virtual/cloud servers, and 4,000 network nodes and resolving over 200,000 incidents and customer requests annually. The program manager is a named key individual who has a broad understanding of IT infrastructure service delivery programs; can effectively engage and communicate with government C-suite customers and SAIC senior leadership. The successful candidate has a proven track record of delivery excellence in the effective management of budget, scope, schedule quality assurance and cyber security and has full knowledge and experience in managing federal government incentive contracts in the range of over $70-$80 million/year.

Qualifications
Required Education/Skills:
Bachelor's degree and 18 years or more of related experience
Over seven years of proven experience in managing federal government programs of similar size and complexity, as described above.
Over five years of experience in the delivery of programs leveraging ITIL v3/4 and IT Service Management for programs of similar size and complexity, as described above.
A proven track record in managing remote and geographically dispersed operations of similar size and scale, as described above.
Active Project Management Professional (PMP) certification, as issued by the Project Management Institute (PMI).
Within six months of program start, possess and maintain an ITIL 4 Strategic Leader (ITIL 4 SL) certification.
Desired Education/Skills:
Master's degree or equivalent experience in a related field
Demonstrated success in delivering large federal civilian government IT infrastructure programs that resulted in an organizational shift through the implementation of an effective organizational change management strategy and in implementing and executing modern IT delivery methodologies, such as DevSecOps, Agile, AIOps, etc.
Demonstrated experience introducing and successfully managing the implementation of new and emerging technologies and techniques (such as AI/ML, automation, Cloud, CX) into similarly sized federal agencies
A successful track record in developing and managing implementation and execution of SLAs and performance metrics, including Experience Level Agreements (XLAs) on a program of similar size, scope and complexity, as described above.
Active Project Management Institute Program Management Professional (PMI-PgMP)
At time of proposal submittal, successful completion of at least one module required to achieve ITIL 4 Strategic Leader (ITIL 4 SL) certification.
Successful experience in managing Cost Plus Award Fee (CPAF) programs of similar size and complexity, as described above.
Experience interfacing with and communicating at at an executive / C-Suite Leadership level.
Target salary range: $240,001 - $280,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
