Under the general direction of the Deputy Chief, the Research Data Specialist II serves as the Department's program evaluation expert and recommends data-driven improvements related to farmworker outreach to further advance the Department's effort in improving outcomes for farmworkers. The incumbent uses tools and methods in the areas of program evaluation, economics, statistics, cost-benefit analysis, project management, stakeholder communication, or data analytics to guide program evaluation and other research studies related to farmworker outreach efforts in under-resourced communities. The incumbent will conduct studies to inform the design, targeting, and evaluation of farmworker outreach efforts. Responsible for maintaining expertise in the latest methods and frameworks relevant to program evaluation, and providing program evaluation and research method consultation to internal and external stakeholders for complex projects.

Working Conditions
This position is located at:
1515 Clay St.,
Oakland, CA

The incumbent works in a cubicle environment in an office setting with artificial light and temperature control. The position is located in the Oakland office in a high rise building. Typical machines, tools, or equipment required to operate include but are not limited to: PCs with Windows and database applications, copy/fax machines, VOIP telephone system, and shredders. Incumbent may also telework part-time from home using state computers and equipment.

Special Requirements

A statement of qualifications (SOQ) is a detailed description of how your education, training, experience, and skills meet the desirable qualifications for the position. The SOQ is a narrative discussion, using 12-point font, no longer than 6 pages which will be evaluated for written communication ability. You must number your responses and indicate the total years of experience, if applicable, when addressing each of the following topics:

1. Describe your background and work experience, if any, in evaluation research methods. Please highlight your research experience, if any, in worker protection, occupational safety, workforce development, or other similar topics that promote the welfare of workers particularly those in low wage industries.

2. Describe your experience developing and maintaining cooperative and collaborative working relationships with external stakeholders in the public and private sectors.

3. Describe your experience in designing and implementing program evaluations. Please highlight your experience with performance measures, evidence gathering methods, technical skills for data analysis, and the ability to prepare evaluation reports that lead to improved program outcomes.

Ability to create clear and concise reports and recommendations. Ability to work and communicate effectively with Department and Agency staff, senior management, and representatives of community based organizations, contractors, and other agencies. Ability to speak effectively to individuals and groups. Ability to use computer software programs including word processing, spreadsheet, presentation, database, statistical analysis, and data visualization. Self-motivated to drive results with limited direction. Attention to detail.

Educational background in economics, business administration, public administration, public policy, statistics, or finance; and professional experience in program evaluation, economic research, or research in labor and employment.
