Description
Leidos is seeking an experienced PMO Director to join our Defense Enclave Services (DES) program and to drive performance of direct and matrixed teams supporting the contract's Division Leadership, Program Managers, Task Order leaders, etc. The ideal candidate will have experience in program management, strategy, and business/financial management. In this position the candidate will need to exhibit strong leadership skills, independence, and the ability to lead and collaborate with program and functional teams to drive goals, objectives, and initiatives to closure and continuous improvement.
The Deputy Secretary of Defense designated Defense Information Systems Agency (DISA) as the single service provider to optimize network capabilities for Fourth Estate Defense Agencies and Field Activities (DAFAs). The Fourth Estate Network Optimization (4ENO) program office, under the Endpoint and Customer Service directorate, is centralizing the Common Use Information Technology (IT) infrastructure to optimize network capabilities. DoDNet is the modernized DoD IT network that is reducing redundant IT costs, enhancing cybersecurity posture, and standardizing support services across the 4th Estate. Leidos is partnering with DISA to deliver on this critical mission. The $11-billion 10-year Defense Enclave Services (DES) contract provides network modernization to 22 DAFAs. As a contract vehicle, DES is available for a wide variety of IT service delivery.

Primary Responsibilities
- Lead all DES PMO activities, provide strategic guidance, and interface with DES Division Manager
- Oversee successful delivery of CDRLs, development and implementation of SOPs, and business process improvements.
- Liaise with program functional support, including contracts, subcontracts, and finance.
- Collaborate with Business Development team to develop a TO timeline and ensure all proposal requests are adequately resourced.
- Lead regular status and performance reviews across all areas of responsibility and provide analysis and recommendation results to the Senior Leadership Team
- Provide leadership and oversight for internal Leidos reporting, including quarterly business reviews and program execution across the Division; meet regularly with program execution leadership, implement lessons learned from other business areas within the DES portfolio.
- Develop key performance indicators (KPIs) surrounding the overall health of the business, leverage KPIs to drive performance improvements, continuous process improvements, and performance excellence.
- Prepare and submit weekly 5-15 to Leidos leadership.
- Maintain awareness of performance status on all DES TOs
Qualifications
- Bachelor's degree with 8+ years of related experience, 15+ years of relevant experience preferred. High school diploma with additional experience may be considered in lieu of a degree.
- Program Management experience managing complex programs or PMOs of a similar scope and complexity to the contract requirements.
- Experience organizing, directing, and managing contract and/or financial operation support functions involving multiple, complex, and interrelated tasks/competing priorities.
- Experience with fixed price contracts.
- Experience effectively communicating at senior levels within corporate and customer organizations.
- Demonstrated experience collaborating and coordinating across teams and components facilitating information sharing, reuse and productivity improvements.
- Currently possess an active Secret security clearance
- Must possess strong organizational and interpersonal skills.
