What You Will Do

The Infrastructure Program and Planning Office (IPPO) within the Associate Laboratory Directorate for Infrastructure and Capital Projects (ALDICP) has an exciting opportunity for a Program Manager to support the Program and Project Interface Planning Team (IPPIPT). The team's objective is to ensure integration between projects in complex portfolios including the Pajarito Corridor, the National Energic Engineering and Weapons Campus, and other planning areas. The Program Manager will report to the IPPIPT Team Leader and specifically be responsible for tracking project schedules, developing integrated project schedules, identifying conflicts, and supporting Project Managers and sponsors with critical project information.

Job duties will require the application of project management and project controls principles and the use of project management software such as Primavera 6 and Microsoft Project and Excel. The successful candidate will demonstrate strong customer service skills to work with management and leadership across the Laboratory to identify and track current and future project issues, concerns, and solutions. He or she will also be adept at developing new tools to visualize and present complex data in simple, clear meaningful formats for decision-making.

Overall, the Program Manager will provide reliable and accurate tactical planning information for the assigned portfolio in a team setting. The selected candidate will help formulate, plan, and implement new program initiatives and continuously improve business practices within IPPIPT.

Key Responsibilities:
  • Support management of the IPPIPT team scope and associated budgets and IPPIPT schedules, deliverables and milestones.
  • Work directly with Program and Project Management and Project Initiation organizations to track project progress through P6 extracts and verbal or written reports.
  • Build and maintain complex integrated schedule updates.
  • Provide recommendations to improve project and portfolio performance.
  • Build and deliver status presentations on portfolio performance.
  • Develop new and innovative tools to present and summarize complex project data.
  • Assist with communication videos and media articles regarding portfolio activities.
  • Develop and maintain good working relationships with Project Managers and Project Control representatives within assigned portfolios.
  • Assist with other Infrastructure Program and Planning Office deliverables as requested such as NA-90 Master Asset Plan documents and ad hoc presentations and reports.


What You Will Need

Minimum Job Requirements:

  • Experience with databases and information management systems and application of project management desktop software such as Microsoft Office/Project/Primavera 6 and Adobe.
  • Demonstrated experience understanding and managing projects within a complex portfolio and how the projects interrelate. Understanding of project successor and predecessor relationships.
  • Demonstrated entry-level knowledge of program management of technical or operational work, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.
  • Demonstrated strong oral, written, and interpersonal communication skills.
  • Demonstrated experience interacting effectively with all levels of personnel, building trust, gaining consensus, and resolving conflicts.
Desired Qualifications:

  • Knowledge of database or website programming, Microstrategy, or other business analytics concepts and data visualization techniques to improve presentation and organization of data for improved decision making.
  • Experience leading/facilitating problem solving teams.
  • Familiarity with Los Alamos National Laboratory missions, operations, and facilities.
Education/Experience:
Position requires a Bachelor's Degree from an accredited institution and 2 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation.

Work Environment:

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2: Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
