What You Will Do

This position will be filled at either the Program Manager 2 or Program Manager 3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Program Manager 2 (non-technical) - $83,900 - $136,600

As a Program Manager 2, you will provide leadership and overall portfolio management for a specific scope within the Operations & Maintenance portfolio, as part of the Infrastructure Programs and Planning Office (IPPO) - Operations & Maintenance Portfolio (OMP) Team with limited direction. You will work closely with the OMP team of program managers under the direction of the Program Director to determine and execute work to meet federal customer (e.g., NA-90) needs, timeframes, and funding requirements. This position requires collaboration and partnering with Triad/LANL customers, IPPO leadership, Project Execution Offices (PEOs), and DOE/NNSA partners. In doing so, you will develop working relationships with internal LANL stakeholders, external stakeholders, and other federal customers.

Specific duties include working with finance representatives or in some instances project control engineers to generate baseline line change documentation, monthly project spend plans, and work packages as appropriate. Respond to emerging requests from NA-90 and other customers, as appropriate. Identify and assist with mitigation of risks associated with assigned portfolio as required. Prepare internal and federal program cost review deliverables with the understanding that critical deadlines must be met. Participate in OMP team improvement initiatives including new business processes and tool development. You will take a supporting role in generating program and project reporting through federal reporting tools such as the G2 system and perform special projects as requested by IPPO management.

Excellent communication skills are required to effectively report, status, manage expectations, and convey emergent project risks to project stakeholders, which could include Triad leadership and DOE stakeholders.

Program Manager 3 (non-technical) - $101,700 - $168,200

In addition to what was outlined at the lower level, a Program Manager 3 will provide leadership and overall management of an assigned Operations & Maintenance portfolio without considerable direction. The Program Manager 3 will work within the OMP team to broker with customers and individual programs to determine what work will be done to meet the customers' needs, general timeframes, and funding requirements. The Program Manager 3 is expected to develop working relationships that span existing internal and/or external institutional missions. As these relationships progress, new opportunities, missions, and policies will present themselves.

What You Need

Minimum Job Requirements:

Program/Project Management
  • Working or advanced knowledge of program or project management, technical or operational work, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.

Technical Experience
  • Working or advanced experience with facility operations and maintenance programs or research and development programs.
  • Working knowledge of regulatory requirements governing facility operations and maintenance or research and development work within a federally funded facility setting.

Leadership
  • Experience providing leadership, vision, and strategic and tactical planning for a facility operations, maintenance and/or project portfolio. Portfolio will consist of a base operations and maintenance budget plus one or more small construction or maintenance projects.

Collaboration
  • Ability to or experience in developing and nurturing effective customer relationships.
  • Experience in collaborating and integrating effectively with varying levels of personnel. Ability to adapt collaboration strategy within these levels to build trust, gain consensus, and resolve conflicts.

Effective Communication
  • Excellent communication skills as demonstrated by previous successful experience delivering presentations, written communications and reports, and facilitating discussions. Ability to adapt communication strategy within varying levels of personnel to build trust, gain consensus, and resolve conflicts.

Additional Job Requirements for Program Manager 3:
  • In addition to the requirements outlined above, qualification at the higher level requires the following:
  • Demonstrated experience problem solving, developing solution pathways, and determining the appropriate course of action through the critical thinking process.
  • Previous experience effectively demonstrating planning, budgeting and reporting within a facility operations and maintenance or research and development portfolio.

Education/Experience at Program Manager 2

Position requires a bachelor's degree from an accredited institution and 5 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation. At this level an advanced degree may be expected.

Education/Experience at Program Manager 3

Position requires a bachelor's degree from an accredited institution and 8 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation. At this level an advanced degree may be expected.

Desired Qualifications:
  • Knowledge of the NNSA NA-90 Program.
  • Specific knowledge of LANL facilities, programs, and projects related to operations & maintenance programs.
  • Demonstrated record of developing program management plans, five year budget plans, quarterly and annual deliverables.
  • Financial acumen; develop and implement cost recording, reporting, and analyzing programs and reports.
  • Performance monitoring and control functions.
  • Experience in effective decision-making and creative problem solving.
  • Active DOE Q Clearance.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. While the posted salary range for this position is broad, it is highly unusual for selected applicants to be hired at the top end of the range and more common for selected candidates to grow into the full salary band over time.

Work Environment:

Work Location: The work location for this position is hybrid and is located in Los Alamos, NM USA. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter.
