Minimum Qualifications
Education and/or Equivalent Experience:
  • Graduation with Bachelor's degree from an accredited four-year college or university with major course work in a field related to the job plus three (3) years of experience in a field related to the job, one (1) year of which was in a lead, supervisory, project or program management capacity.
  • Experience may substitute for education up to a maximum of four (4) years.



Licenses or Certifications:
  • Valid Texas Class C Driver License.

The Shelter Systems & Food/Water Access Manager oversees the citywide shelter system, ensuring capacity and capability for emergency incidents. Responsibilities include developing plans, collaborating with stakeholders, and managing training programs. Additionally, they lead efforts in emergency food and water access, focusing on scalable systems for vulnerable populations.

Primary Duties:
  • Lead emergency shelter and food/water operations in EOC
  • Manage and develop shelter systems
  • Lead training and drills
  • Collaborate with local authorities, relief & community orgs.
  • Ensure emergency food/water access for vulnerable populations



Secondary Duties:
  • Support overall Mass Care operations.
  • Build partnerships for emergency resources.
  • Developing emergency Plans, Procedures, and SOPs

Driving Requirement:
This position requires a Valid Texas Class "C" Driver's License or the ability to acquire one by your hire date. External New Hires must meet the City of Austin's Driver Record Evaluation ( DRE ) requisite. To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.

Preferred Qualifications
Preferred Experience:
  • Experience in emergency management, mass care, or public health
  • CEM / FEMA certifications or the ability to obtain within six (6) months of employment.
  • Expertise in shelter systems and food/water management
  • Bilingual (English/Spanish) preferred
  • Experience working in an Emergency Operations Center
  • Experience with surge staffing and volunteer management
  • Experience developing and managing complex projects/programs to include research, analysis, delivery methods, techniques, metrics and outcomes
  • Experience developing and monitoring program/project operating budgets, costs, performance measures/KPIs, schedules, and contracts



Duties, Functions and Responsibilities

7. Manages, coordinates, implements and monitors projects associated with assigned program

10. Provides technical advice and assistance to department management, city management, field personnel, contractors, etc

  • May be responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for discharge.
