Responsibilities

Assists with the development of a comprehensive mitigation and recovery program, administrative guides, plans, policies, and procedures in accordance with federal, state, and local guidelines and professional standards.

Coordinates with the appropriate campus, satellite campus entities, and community partners to identify and apply for Public Safety and other grants. Provides mitigation and recovery oversight at satellite and regional campuses and serves as the Logistics Section Chief during Emergency Operations Center (EOC) activations.

Maintains planning standards and compliance documentation required to meet Emergency Management Accreditation Program (EMAP) standards and Clery Act requirements. Coordinates with the Preparedness & Response Manager to develop after-action documents, administer exercises, and evaluation programs for the Emergency Management Team commensurate with Homeland Security Exercise and Evaluation Program (HSEEP) and other applicable standards.

Coordinates the development and management of education and outreach programs for primary university constituencies, including students, through a variety of effective delivery methods such as websites, social media, print media, classroom and video instruction, and public presentations and displays. Coordinates mitigation and recovery activities with appropriate on-campus entities and community partners.

In the absence of the Program Director, directs emergency actions and manages staff engaged in preparedness, response, mitigation, and recovery. Provides updates and reports to senior university leaders and off-campus partners. Assist the Program Director with other preparedness, prevention, response, mitigation, and recovery initiatives as assigned. Coordinates with the Program Director to maintain a mitigation project list that identifies, rates, and prioritizes projects for pre-disaster and post-disaster mitigation grant program opportunities.

Conducts resource and needs assessments during emergencies, incidents, threats, and select special events. Travels to satellite and regional campuses to support recovery efforts providing assistance as needed.

Assists with the development and maintenance of management systems to support program activities before, during, and after an emergency.

Qualifications

Bachelor's degree and four years of related work experience; or a high school diploma/equivalent and eight years of related work experience.

(Note: a combination of post high school education and experience equal for eight year in the same.)

Knowledge of disaster recovery planning and hazard mitigation practices, procedures, and protocols.
Knowledge of hazard mitigation planning and grant writing.
Ability to prioritize, organize and perform multiple work assignments simultaneously.
Ability to perform accurately in a detail-oriented environment.
Skilled in preparing clear and concise reports, policies, procedures, correspondences, and other written materials.
Experience using Microsoft Office Suite to Word, Excel, Outlook, or comparable software.
Knowledge of compliance and accreditation program management, grant writing and disaster cost recovery guidance and emergency situations.

Preferred Qualifications

Bachelor's degree and at least 5 years of experience in grant management, public assistance program cost recovery, and project management. Completion of incident command systems (ICS) courses IS-100, 200, 300, 400, 700, 800.
Completion of FEMA Professional Development Series.
Knowledge of the Robert T. Stafford Relief and Emergency Assistance Act.
