Molina Healthcare is hiring a Program Manager, Tribal Affairs in New Mexico. This role will be remote and will require +/- 30% travel within the state of New Mexico.

This key role in Molina's Office of Native American Affairs will identify gaps in the Indian healthcare delivery system and develop strategies and initiatives to meet and exceed service adequacy, access needs, and integrated care for Native American members across all lines of business. This position will support contractual accountabilities and provisions including but not limited to reports, member advisory boards, and plans related to cultural competency, health equity, and population health.

The Program Manager will work across the State's tribes, nations and pueblos and serve as a liaison to tribal entities to support expansion of quality services on and off tribal lands, including strategic plans for growth. We are looking for the right person to serve as a cross-functional resource for Molina's care coordination, community engagement, quality, population health, member services, provider services, and network services staff to ensure all functions and interactions support cultural awareness and appropriateness to improve the health and wellness outcomes.

Highly qualified candidates will have the following:
  • Experience with the Native American population as it relates to healthcare
  • Program Management, Project Management, Process Improvement, Business Development experience
  • Proven experience in a growth focused role
  • Strong proficiency in utilizing technology and reviewing data is essential
  • Knowledge of at least one New Mexico Native American language is preferred (not required)
  • Must live in New Mexico with the ability to travel state-wide if needed

Job Duties

  • Responsible for internal business projects and programs involving department or cross-functional teams of subject matter experts, delivering products through the design process to completion. Plans and directs schedules as well as project budgets. Monitors the project from inception through delivery. May engage and oversee the work of external vendors. Assigns, directs and monitors system analysis and program staff. These positions' primary focus is project/program management.
  • Active collaborator with people who are responsible for internal business projects and programs involving department or cross-functional teams of subject matter experts, delivering products through the design process to completion.
  • Plans and directs schedules as well as project budgets.
  • Monitors the project from inception through delivery.
  • May engage and oversee the work of external vendors.
  • Focuses on process improvement, organizational change management, program management and other processes relative to the business.
  • Leads and manages team in planning and executing business programs.
  • Serves as the subject matter expert in the functional area and leads programs to meet critical needs.
  • Communicates and collaborates with customers to analyze and transform needs and goals into functional requirements. Delivers the appropriate artifacts as needed.
  • Works with operational leaders within the business to provide recommendations on opportunities for process improvements.
  • Creates business requirements documents, test plans, requirements traceability matrix, user training materials and other related documentations.

JOB QUALIFICATIONS

REQUIRED EDUCATION: Bachelor's Degree or equivalent combination of education and experience.

PREFERRED EDUCATION: Graduate Degree or equivalent combination of education and experience.

REQUIRED EXPERIENCE/KNOWLEDGE, SKILLS & ABILITIES:

  • 3-5 years of Program and/or Project management experience.
  • Operational Process Improvement experience.
  • Healthcare experience.
  • Experience with Microsoft Project and Microsoft Suite programs.
  • Excellent presentation and communication skills.
  • Experience partnering with different levels of leadership across the organization.

PREFERRED EXPERIENCE:

  • 5-7 years of Program and/or Project management experience.
  • Managed Care, Medicaid and/or Patient-Centered Healthcare Model experience.
  • Experience working in a cross functional highly matrixed organization.

PREFERRED LICENSE, CERTIFICATION, ASSOCIATION:

  • PMP, Six Sigma Green Belt, Six Sigma Black Belt Certification and/or comparable coursework desired.
