For appointment to Program Research Specialist Trainee 1 (equated to SG-13), you must have:
• A bachelor's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics, research methods, or statistics.

For appointment to Program Research Specialist Trainee 2 (equated to SG-14), you must have:
• A bachelor's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics, research methods, or statistics; AND one year of professional research experience.*

For appointment to Program Research Specialist 1 (full journey level, SG-18), you must have:
• A bachelor's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics, research methods, or statistics; AND two years of professional research experience.*

OR

• A master's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics; AND one year of professional research experience.*

*Professional research experience must be performing the duties of the full journey level position: performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 or 52.6 of the Civil Service Law.

70.1 or 52.6 Transfer
For 70.1 or 52.6 transfer to a Program Research Specialist 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above, SG-12 or above for a Trainee 2, SG-11 or above for a Trainee 1, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description Research and Statistical Analysis
• Participate in research studies.
• Implement and monitor research and data collection projects.
• Assist in the design and oversee the systems and procedures aimed at preventing the reporting, calculating or paying inappropriate or incorrect retirement/disability/death benefits.
• Create, test and implement technological tools that aid in the processing of determinations and other compliance related issues.
• Perform data matches and data mining techniques.
• Write data analysis and data collection queries for the Retirement System using data analysis tools such as SQL, ACL and Arbutus.
• Collect and analyze data to identify areas where employers participating in the Retirement System are not complying with Retirement Systems criteria.
• Compare data trends over time or provide comparatives between different segments of NYSLRS business units using analytical procedures.
• Draft reports containing the findings of research and analysis, including a summary of evidence and a conclusion.
• Perform impact analysis on Data Quality issues
• Track and communicate Data Quality to EMT and Bureau Management
• Work with system data to identify configuration/code changes to prevent inaccurate data on the retirement system.

Strategic Initiatives
• Understand New York Codes, Rules and Regulations related to the workings of the NYSLRS' employers.
• Study the proposed and enacted legislation to determine the impact on employers participating in NYSLRS.
• Review enacted legislation to enable employers of NYSLRS to comply with the changes.
• Study the changes from MEBEL to PeopleSoft to determine the impact of the changes on the Retirement System operational groups.
• Assist in the development of recommendations for effecting compliance of other Retirement Services operational bureaus with NYSLRS requirements.
• Assist in the development of recommendations to assist other Retirement Services' operational groups meet their goals and objectives.

Provide Training and Technical Assistance
• Participate in providing technical assistance to Retirement System operational Units to develop revised processes to meet the changing criteria/needs of the Retirement System.
• Participate in providing technical assistance to employers participating in the Retirement System as needed.
• Provide on-the-job training to assigned staff as needed.

Planning and Communication
• Assist with planning and development of research topics and policy recommendations.
• Develop and implement appropriate analytical methods, study procedures and methods of presenting research projects.
• Interact with other Retirement System operational units' representatives in a clear, concise and professional manner.
• Draft correspondence and other communication, as requested by the Unit Manager.
• Prepare and present communication on data quality issues.

Additional Comments Desired Competencies:
• Possess an excellent working knowledge of all the Division's processes (including membership, retirement, arrears, tier reinstatement and benefit calculations).
• Understand, identify and apply statistical analysis tools, as appropriate.
• Possess excellent written and oral communication.
• Ability to work in a team environment as well as independently.
• Possess a strong familiarity with Microsoft software (i.e., WORD, EXCEL, ACCESS).
• Possess strong critical thinking skills.
• Ability to develop interpersonal relationships throughout Retirement System Bureaus.
• Must be flexible and adaptable.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee's primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
