Position Summary:

The Program Supervisor, is a key member of the ESE Information Systems Management department. This department works with schools and other departments on the production and management of student data, which includes student enrollment, transfers and exits, attendance, graduation/credit requirements, gradebook and transcripts, behavior and suspensions/expulsions reporting, trend data reports, monitoring Medicaid billing, and state and federal reporting.

As a significant member of the ESE Information Systems Management department, the Program Supervisor provides technical customer support for the student information system and other school-based applications used for managing student data; ensures data is correctly captured and tracked for reporting purposes; manages the integration of student information with other systems; and supports the planning, implementation, and assessment of data collection and reporting procedures to meet federal, state, and local reporting requirements. The Program Supervisor is also responsible for assessing the impact of system changes, gathering consensus around decisions that impact multiple stakeholders, and ensuring those decisions are implemented with fidelity.

As a significant member of the ESE department, the Senior Director works with the Assistant Superintendent of ESE to provide leadership and direction to the student information services team and is responsible for student information and school-based applications, which includes ensuring systems and information are available, stable secure and reliable; providing leadership and direction for all projects and activities related to the production, management, and reporting/delivery of student data; and providing day-to-day supervision and management for personnel and district systems. The Program Supervisor manages a student-centric data ecosystem where student information is core and fundamental to all other district systems.

Mininimum Qualifications:
  • Must possess and provide evidence of a Bachelor's, with preferred focus in computer science, business administration, or closely related field. Special Education or School Based Experience is highly preferred but not required.
  • Minimum of four (3) years of experience in working with application systems design, implementation, and/or administration highly preferred.
  • Minimum of three (3) years of supervisory experience managing a technical and/or school-based team preferred
  • Experience in the use and support of other technology, database applications, and state systems
  • Experience in pupil accounting-principles, practices, and methods strongly preferred
  • Experience in Medicaid Billing principles, practices and methods, strongly preferred
  • Understanding of the requirements and timelines for student data submissions to the Michigan Department of Education (MDE), Center for Educational Performance and Information (CEPI), and the U.S. Department of Education preferred
  • Ability to balance multiple projects within a data driven accountability environment
  • Proven ability to conduct research into general application issues and emerging products
  • Ability to collect, evaluate, and analyze data from a variety of sources and use this knowledge to make recommendations
  • Ability to translate Department and District goals into everyday work activities and consistently implement District policies and procedures
  • Possess excellent communication skills, both in verbal and written formats

Essential Functions:
  • Directs and manages team responsible for the day-to-day operations of the student information system, including development, training, implementation, support, and monitoring in accordance with the District's values and objectives
  • Develops and implements project management routines that support the team in breaking down projects into key tasks with owners, developing timelines and shared expectations for work, and regularly communicating progress with appropriate stakeholders
  • Monitoring Medicaid billing systems, random moment time study timeliness of submission, and service provider compliance logs
  • Ensures high quality data practices are implemented and followed and promotes the innovative use of the student information system to District data and business process owners to increase organizational effectiveness and efficiency
  • Validates, analyzes, and oversees the development and maintenance of a program to enhance the knowledge and skills of the organization for the student information system and schedule building
  • Oversees the timely and accurate reporting of state and federal data per published requirements and guidelines
  • Establish and build relationships with vendors; oversees work to achieve the highest value service from vendors, evaluates performances to established metrics and ensures contractual obligations are met and ensuring products and services meet the needs of internal customers
  • May serve as district representative on state and local committees involving student information
  • Develops and curates' strong knowledge management systems to help improve district communication and accelerate continuous improvement.
  • Demonstrates an effective approach to team¿building including clarity of purpose and shared responsibility; value, solicit, and integrate team members' different perspectives effectively
  • Builds effective relationships with staff members to implement district strategic plan
  • Performs other duties as assigned by manager
