Job Description:
Background: The Comptroller of Maryland's Central Payroll Bureau (CPB) intends to implement a new payroll system to replace its current/legacy mainframe (INFOR E series) system. CPB will need to migrate to the new system in 2 to 3 years. Current mainframe expertise which involves COBOL programming will be greatly diminished in next couple of years.

Program/Project Management:

Examples of potential services include, but are not limited to:
  1. Directing project work
  2. Defining project scope and schedule while focusing on regular and timely delivery of value
  3. Managing projects using Gantt charts while identifying critical path(s)
  4. Leading integrated product team meetings (IPT)
  5. Leading integrated product schedule (IPS) by identifying all stakeholder's dependencies
  6. Leading project status and working meetings
  7. Project reporting, dashboarding
  8. Developing project deliverables
  9. Managing risks, assumptions, issues and dependencies (RAID)
  10. Delivery planning for assigned projects, including requirements development
  11. Assisting in team development
  12. Supporting Product Owners
  13. Implementing project governance
  14. Defining and managing project management processes
  15. Assisting with implementation of best practices for agile project management
  16. Applying business, financial management, and technical disciplines
  17. Coaching agile teams
  18. Providing training and guidance to the State on how to use agile/scrum practices and values
  19. Facilitating discussion, decision making, and conflict resolution
  20. Identifying process issues and providing recommendations for improvement
  21. Providing guidance to the Release Train to help teams adapt to the environment
  22. Organizing and facilitating the planning meetings for Program Increments
  23. Assisting in tracking Release Trains
  24. Assisting with identifying and resolving impediments
  25. Facilitating process improvements at the Release Train level Delivery Project Management Office Services Solicitation
  26. Developing strategic plans and roadmaps in which business goals and objectives are met
  1. Provide demand management expertise to forecast product demand
  2. Using Agile artifacts and conducting all Agile ceremonies
