Job Description:
Background: The Comptroller of Maryland's Central Payroll Bureau (CPB) intends to implement a new payroll system to replace its current/legacy mainframe (INFOR E series) system. CPB will need to migrate to the new system in 2 to 3 years. Current mainframe expertise which involves COBOL programming will be greatly diminished in next couple of years.

Job Description:

- Defining project scope and schedule while focusing on regular and timely delivery of value
- Managing projects using Gantt charts while identifying critical path(s)
- Leading integrated product team meetings (IPT)
- Leading integrated product schedule (IPS) by identifying all stakeholder's dependencies
- Leading project status and working meetings
- Project reporting, dashboarding
- Developing project deliverables
- Managing risks, assumptions, issues and dependencies (RAID)
- Delivery planning for assigned projects, including requirements development
- Assisting in team development
- Supporting Product Owners
- Implementing project governance
- Defining and managing project management processes
- Assisting with implementation of best practices for agile project management
- Applying business, financial management, and technical disciplines
- Coaching agile teams
- Providing training and guidance to the State on how to use agile/scrum practices and values
- Facilitating discussion, decision making, and conflict resolution
- Identifying process issues and providing recommendations for improvement
- Providing guidance to the Release Train to help teams adapt to the environment

- Developing strategic plans and roadmaps in which business goals and objectives are met
