EDUCATION:

Duties Description Under the direction of the Project Assistant, SG27, the Project Assistant - Business Systems Analyst will be responsible for managing and participating in the delivery and implementation of the Human Capital Management (HCM) system. The primary responsibilities include, but are not limited to:
• Supervise the development and documentation of business requirements for a Human Capital Management system and a separate Time & Attendance system;
• Participate in the analysis of existing business processes as it relates to the development of improved business processes, ensuring new processes enhance productivity, performance, and effectiveness;
• Participate in the analysis of the impact of re-engineered business processes;
• Participate in the interpretation of NYS Civil Service Laws, Rules & Regulations, Division of Budget and GOER rules and regulations as they are applied against the development and implementation of new automated systems;
• Supervise the design and implementation of a framework for managing the capture, documentation, and ongoing transfer of business knowledge;
• Supervise and participate in the drafting and implementation of new policies (or the revision of existing policies) in support of new automated systems;
• Participate in the development of interview questions and surveys, and the review of responses;
• Work with project staff, consultants, end users, and others to elicit and document the current human resource processes and/or functions;
• Lead fit and gap sessions for OSC specific requirements;
• Lead in the development of test scenarios and test plans;
• Develop prototypes for end users based on solutions;
• Lead the development of business procedures, instructional documentation, and training materials for end users;
• Oversee end user support and training;
• Assist with any procurements that will be necessary as a result of this project;
• Lead in the collecting and maintaining department specific data and metrics;
• Solicit and synthesize input from stakeholders;
• Maintain the requirements traceability matrix;
• Execute change management activities related to the project;
In addition to the project duties, the Project Assistant will provide support for current Human Resources (HR) systems which will promote expertise in understanding current user expectations and current system functionality that is needed for project duties such as fit/gap and developing test scenarios and test plans. These responsibilities include, but are not limited to:
• Supervise the development of ad-hoc biweekly, monthly and quarterly reports from HRIS, LATS and LRTS for agency management;
• Provide system support to HR users of HRIS, LATS, Staffing, LRTS and Staffing applications;
• Develop and run queries to verify data integrity. Research data inaccuracies to determine if cause is system or user related. Implement change, system or process, to avoid future inaccuracies and to increase efficiency and effectiveness;
• Supervise the Personal History Folder Project;
• Direct supervision of Business System Analysts (SG23).
• Supervise a cross-functional team which may include Business System Analysts, HR Specialists, IT Specialists, and Project Assistants.
Additional Comments PREFERRED QUALIFICATIONS:
• Demonstrated experience with the System Development Life Cycle throughout all phases of solution delivery.
• Experience using recognized business analysis methodologies.
• Demonstrated experience in the development of business process documents and training materials.
• Demonstrated experience troubleshooting system problems and errors.
• Proficient in the use of Microsoft Office applications (Word, Excel, PowerPoint, Visio, Project, Outlook, Teams, SharePoint).
• Strong organizational skills and the ability to prioritize when working on multiple tasks.
• Excellent interpersonal and communication (written and oral) skills.
• Ability to work independently, as well as in a team environment.
• Ability to work with others to analyze problems quickly and collaborate to develop the best solution.
• Flexibility, adaptability, and capability to work well in a fast paced, participative, deadline-oriented environment with diverse assignments.
• Strong supervision and leadership skills.
Telecommuting:
