Either 1. a bachelor's or higher level degree in any field including or supplemented by 15 semester credit hours in programming languages AND three years of experience in computer systems programming;
Or 2. a bachelor's or higher level degree in any field AND four years of experience in computer systems programming;
Or 3. an associate's degree with 15 semester credit hours in programming languages AND five years of experience in computer systems programming;
Or 4. six years of experience in computer systems programming.
To qualify, the computer systems programming experience must have involved the planning, configuration, testing, implementation, and/or management of the systems environment that supports the organization's information technology architecture and business needs. This could be a mainframe or network based server environment where the server supports databases, data communications, websites, application servers, etc. The primary distinctive characteristic of computer systems programming when compared to applications programming is that applications programming produces software which provides services to the user, whereas systems programming produces software which provides services to the computer hardware (e.g., operating systems, disk defragmenter) and requires a greater degree of hardware awareness. Applications programming experience does not qualify for this examination.

Duties Description Under the direction of an Information Technology Specialist 4 (SG25), within the Public Safety Portfolio/Business Solutions, the Project Assistant will be working on the Gun Safety project.

The Gun Safety Project (formerly known as SAFE Act) is a large, multi-year project to implement applications to support legislation implemented in 2013. These applications will establish a new, statewide pistol permit repository and will assist the New York State Police in the tracking and processing of firearm related data to include pistol permit processing, assault weapon registration, mental health processing, registration of ammo sellers, and weapon dealer licensing,

Specific duties include but not limited to:

• Provide the analysis, design, development, and code review of enterprise applications using JAVA/JEE, JSF, Web Services and the IBM Portal/WebSphere Application development software.
• Relay the business requirements of the information systems to project memebers and clients.
• Perform oversight of development activities which may include data analysis, data access, data structures, data manipulation, preparing logical database models, testing and implementation.
• Act as the primary technical liaison with technical infrastructure teams to resolve problems and implement solutions to technical issues impacting application performance.
• Work with the Infrastructure team to execute activities such as performance test planning and execution failure failover planning and execution, endurance testing and deployment planning and testing.
• Prepare, and/or review technical documentation such as designs, schemas, etc., as appropriate.
• Provide technical guidance to team of developers.
• Ensure that systems and procedures are properly documented, meet Department standards, and follow generally accepted IT practices, so as to foster the integrity of data and automated systems.
