Job Duties

The Virginia IT Agency (VITA) equips and empowers Virginia's executive branch in IT infrastructure, cybersecurity, governance and procurement services. We drive critical business connections between Virginians and their government. VITA connects, protects and innovates for Virginia's technological future.

We are seeking a Project Management Consultant. This position will support the VITA statutory responsibilities to oversee the coordinated, effective and efficient management of the Commonwealth's information technology resources, with particular emphasis on: (1) assisting in the development, implementation, and sustainment of a comprehensive Commonwealth Technology Management (CTM) methodology, with a primary focus on project management; (2) developing, coordinating, and reviewing information technology plans, policies, standards, and guidelines; (3) reviewing, evaluating, and making recommendations on proposed projects, requests for proposals, and contracts; (4) conducting industry research and analysis in support of Commonwealth technology management and related programs; (5) prepare and deliver training on project management and organizational change management; (6) maintain an appropriate networking, outreach, and two-way communication with stakeholders; (7) provide training and consulting to Commonwealth IT project managers as a subject matter expert; and, (8) complete special projects, studies, and activities when assigned

The position requires the employee to be mobile, meaning (that in the course of executing their assigned duties) the employee may on a daily and weekly basis meet and work with customers and stakeholders at their business locations.

Minimum Qualifications

Certification: One of the following is required Active Project Management Professional (PMP) certification from the Project Management Institute (PMI); Active Agile Certified Practitioner (ACP) certification from the Project Management Institute (PMI)

Communication Skills: Exceptional written and verbal communication skills, with the ability to convey complex information clearly and persuasively. Strong presentation skills, capable of effectively communicating with both technical and non-technical stakeholders.

Listening and Relationship Building: Excellent listening skills with the capacity to build strong, influential relationships and foster a sense of community. Ability to work collaboratively and establish trust with team members and stakeholders.

Organizational Change Management and IT Investment Management: Extensive knowledge and experience in organizational change management, including understanding change management methodologies and frameworks. Proficiency in IT investment management, including budgeting, cost-benefit analysis, and return on investment (ROI) assessments.

Performance Under Pressure: Ability to perform well and make informed decisions in high-pressure situations. Demonstrated resilience and adaptability in dynamic environments.

Experience with High-Budget IT Projects: Knowledge and experience in the planning, implementation, review, and evaluation of Commonwealth Level information technology projects or similar large-scale public sector projects. Demonstrated success in implementing IT projects within a public sector or similarly complex environment, preferably involving multiple stakeholders and interagency collaboration with a budget of $1M or more.

Attention to Detail: Strong attention to detail and accuracy in work, ensuring high standards are consistently met.

Time Management and Prioritization: Proven ability to prioritize tasks and manage time effectively, handling multiple responsibilities and meeting deadlines efficiently.

Tool Proficiency: Experienced user of project management and portfolio management tools such as the Commonwealth Technology Portfolio (CTP) tool, Planview, or equivalent.

Knowledge of Commonwealth Programs: Thorough knowledge of the Commonwealth Project Manager Development Program and Project Manager training program and course offerings.

Additional Considerations

Governance and Oversight Experience: Demonstrated experience providing governance and oversight for large-scale IT projects, preferably at the Commonwealth level or in similar public sector environments. Familiarity with regulatory standards and policies governing IT projects.

High-Budget Project Management: Proven experience serving as the Project Manager of record for IT projects with a budget of $1M or more. Ability to manage high-stakes projects from inception to completion, ensuring they meet budgetary and timeline constraints.

Interagency Collaboration: Extensive knowledge and experience working with multiple executive branch agencies or similar multi-agency environments. Ability to navigate and manage complex interagency relationships to achieve project goals.

Understanding of State Government Operations: Thorough understanding of state government operations, particularly within the Commonwealth. Experience with the administrative processes, legislative requirements, and operational frameworks of state government.

Development and Qualification Programs: In-depth knowledge of the Commonwealth Project Manager Development Program and PM Qualification Record system. Proven track record in managing or significantly contributing to professional development and qualification programs.

Technical Tool Proficiency: Demonstrated knowledge and experience using the Commonwealth Technology Portfolio (CTP) tool, Planview, or equivalent project management and portfolio management tools. Ability to train and support team members in effectively using these tools.
