Role Overview:
We are seeking an experience and dynamic Project Management Division Manager to provide:

Team Leadership: Leading, mentoring, and motivating a team of experienced Project Management Division (PMD) professionals is paramount. The aim is to foster a collaborative and high-performance team environment while managing day-to-day activities. Encouraging continuous professional development and innovation within the team is crucial. Regular performance reviews are conducted, and constructive feedback is provided to team members.

Governance and Oversight: Oversight of PMD activities that support effective governance and oversight of executive branch agencies' IT projects, procurements, and plans is essential. Ensuring compliance with the Code of Virginia § 2.2017 and the Commonwealth Project Management Standard is mandatory. Developing and implementing enhancements to project management standards and practices is a key responsibility. Monitoring project progress, budgets, and outcomes to ensure alignment with strategic goals and regulatory requirements is also necessary.

Program Leadership: Organizing and leading the annual Project Management Summit, managing the Commonwealth Project Manager Development Program, and the Project Manager Training Program are central tasks. Continuous improvement of training and development initiatives to enhance project managers' capabilities and competencies across the Commonwealth is prioritized.

Stakeholder Engagement: Building and maintaining strong relationships with internal and external stakeholders is vital. Effective communication and collaboration across departments, agencies, and external partners are facilitated. Representing the project management division in executive meetings, public forums, and other relevant settings as required, and acting as a liaison to ensure stakeholder needs and expectations are met, are key aspects.

Mobility and Flexibility: Regularly meeting and working with customers and stakeholders at their business locations is expected. Adapting to diverse work environments and managing time effectively to meet all responsibilities is essential. Demonstrating flexibility in handling various tasks and projects and responding promptly to changing priorities and needs is also required.

Performance Monitoring and Improvement: Establishing key performance indicators (KPIs) for the PMD team and monitoring performance against these metrics is crucial. Identifying areas for improvement within the team and implementing strategies to enhance efficiency and effectiveness is a continuous effort. Regular team meetings are conducted to review project statuses, address issues, and share best practices.

Risk Management: Identifying potential risks in IT projects and developing mitigation strategies are key responsibilities. Ensuring the team is prepared to address and manage risks proactively is necessary.

Budget Management: Overseeing the budget for the PMD team, ensuring resources are allocated effectively to meet project and organizational goals, and monitoring expenditures to ensure projects are completed within budget constraints are critical tasks.

Minimum Qualifications

Certification: Active Project Management Professional (PMP) certification from the Project Management Institute (PMI) or Agile Certified Practitioner required.

Communication Skills: Exceptional written and verbal communication skills are essential, with the ability to convey complex information clearly and persuasively. Strong presentation skills are necessary to effectively communicate with both technical and non-technical stakeholders.

Listening and Relationship Building: Excellent listening skills, the capacity to build strong, influential relationships, and the ability to foster a sense of community are crucial. The ability to work collaboratively and establish trust with team members and stakeholders is important.

Problem-Solving and Analytical Thinking: Strong problem-solving abilities and analytical thinking skills are required. Demonstrated experience in analyzing complex issues and developing effective solutions is essential.

Decision-Making and Guidance: Proven ability to make sound decisions and provide clear guidance to team members and stakeholders is necessary. Experience in a leadership role, making strategic and operational decisions, is required.

Organizational Change Management and IT Investment Management: Extensive knowledge and experience in organizational change management, including understanding change management methodologies and frameworks, are essential. Proficiency in IT investment management, including budgeting, cost-benefit analysis, and return on investment (ROI) assessments, is required.

Performance Under Pressure: The ability to perform well and make informed decisions in high-pressure situations is necessary. Demonstrated resilience and adaptability in dynamic environments are required.

Experience with High-Budget IT Projects: Knowledge and experience in the planning, implementation, review, and evaluation of Commonwealth Level information technology projects or similar large-scale public sector projects are essential. Demonstrated success in implementing IT projects within a public sector or similarly complex environment, preferably involving multiple stakeholders and interagency collaboration with a budget of $1M or more, is required.

Attention to Detail: Strong attention to detail and accuracy in work, ensuring high standards are consistently met, is necessary.

Time Management and Prioritization: Proven ability to prioritize tasks and manage time effectively, handling multiple responsibilities and meeting deadlines efficiently, is required.

Tool Proficiency: Experience with project management and portfolio management tools such as the Commonwealth Technology Portfolio (CTP) tool, Planview, or equivalent, is necessary.

Knowledge of Commonwealth Programs: Thorough knowledge of the Commonwealth Project Manager Development Program and Project Manager training program and course offerings is required.

Additional Considerations

Governance and Oversight Experience: Demonstrated experience in providing governance and oversight for large-scale IT projects, preferably at the Commonwealth level or in similar public sector environments. Familiarity with regulatory standards and policies governing IT projects.

High-Budget Project Management: Proven experience as the Project Manager of record for IT projects with a budget of $1M or more. The ability to manage high-stakes projects from inception to completion, ensuring they meet budgetary and timeline constraints.

Interagency Collaboration: Extensive knowledge and experience working with multiple
executive branch agencies or similar multi-agency environments. The ability to navigate and manage complex interagency relationships to achieve project goals.

Understanding of State Government Operations: A thorough understanding of state government operations, particularly within the Commonwealth. Experience with the administrative processes, legislative requirements, and operational frameworks of state government.

Development and Qualification Programs: In-depth knowledge of the Commonwealth Project Manager Development Program and PM Qualification Record system. A proven track record in managing or significantly contributing to professional development and qualification programs.

Technical Tool Proficiency: Demonstrated knowledge and experience using the Commonwealth Technology Portfolio (CTP) tool, Planview, or equivalent project management and portfolio management tools. The ability to train and support team members in effectively using these tools.
