FOR CURRENT NYS EMPLOYEES:
• One year of permanent, competitive service as a Project Manager 1; OR
• One year of permanent, competitive service in a title eligible for transfer under Section 52.6 of the Civil Service Law. Examples of eligible titles include but are not limited to: ITS 3 (all parenthetic); Administrative Specialist 2; Business Systems Analyst 2; OR
• A bachelor's degree AND three years of professional experience* in project management which must include planning and at least three other of the management process groups**: origination; initiating; executing; controlling; and closing.

*Substitutions: Current certification as a Certified Associate in Project Management (CAPM) may substitute for two years of the required experience; OR, current certification as a Project Management Professional (PMP) may substitute for three years of the required experience.

**Please note that this experience must include the development of project management deliverables, scope statements, schedules, budgets, quality plans, risk plans, and communication plans.

Duties Description The Project Manager 2 will work in NYSIF's Claims and Policy Application Development division of ITS.

Responsibilities include, but are not limited to:
• Coordinating and supporting the activities of a project team
• Assist with defining scope statements
• Facilitate scrum meetings acting as a scrum master
• Supervise, train, and mentor project management staff as assigned
• Assist with PBITS or RFP requests
• Create and maintain work breakdown structures
• Determine project start and end dates and establish critical milestones within the project schedule
• Record quality metrics and compile project reports
• Interact with stakeholders and coordinate the activities of the project team to ensure objectives and milestone timelines are met.

Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

HELPS Program:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
