General Summary:

Reporting to AVP/Chief Engineering Officer, the Project Mgr IV-Bridge Tunnel Program oversees an engineering team involved in maintenance, inspection, and repair, of DART right of way of bridges, tunnel system, retaining walls and culvert infrastructures, and safety compliance. Manages inspections, repairs, and assessment for approval of construction and maintenance contracts and activities, including invoices of the bridge and tunnel inspection and repair program, business processes and procedures and other projects in coordination with other DART departments, government entities, consultants, and other related parties. Incumbent will assist in the development and implementation of DART Light Rail Transit bridge and tunnel maintenance and capital programs.

Essential Duties and Responsibilities:
  • Coordinates and manages activities, provides oversight, and field inspection of DART Light Rail Transit bridges and tunnel inspection and repair projects, including routine maintenance, capital maintenance, and new construction. Formulates, translates, and defines scope and objectives with an understanding of industry, FTA, and TxDOT standards and requirements.
  • Coordinates and interfaces with internal and external clients to identify and resolve issues.
  • Develops planning, budgeting, scheduling and oversight of capital projects, maintenance, repairs and improvements for DART bridges, tunnels, and infrastructures including review and approval of invoices for accuracy of timecards, material, equipment, and subcontractor prices.
  • Enforces safety policies and reviews/analyzes problem areas to determine need for improved procedures.
  • Evaluates pricing, invoices, and monitors usage of materials, parts, supplies, and inventories.
  • Reviews contracts for non-compliance issues and obtains documentation from vendors to correct non-compliance issues.
  • Prepares a variety of reports for management review, including auditing of Contractor records such as inspection report, timecards, bill of materials, etc.
  • Acts as a resource to and a liaison between division and other DART departments and external stakeholders regarding engineering technical support and related issues.
  • Acts as DART representative for coordination, quality assurance and monitoring of construction projects.
  • Directs administration of projects and contracts to include necessary Board approvals, contract specifications, budget development, etc. for the group. Develops, submits for approval, and monitors agency operating and capital budget(s) related to assigned project(s). Takes actions to correct variances. Participates with budget preparation and periodic reviews.
  • Interviews, selects, develops, directs, evaluates, counsels, and if necessary, recommends termination of subordinate personnel in accordance with established policies, procedures, and guidelines to include Equal Opportunity and Affirmative Action (EEO/AA) programs, goals, and objectives.
  • Makes formal presentations to staff, consultants, government entities, and other related parties, as required to communicate related project performance,
  • Performs other related duties as assigned.


Minimum Knowledge, Skills, and Abilities Required:

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
  • Bachelor's degree from an accredited college or university in Structural, Civil Engineering or related field.
  • Eight (8) years progressively responsible experience in structural/civil engineering construction projects, contracts, maintenance of way activities (track, bridges, retaining walls and culverts) to include four (4) years' experience in project management and oversight of maintenance contracts, or construction and three (3) years' experience supervising a staff.
  • Registration as a Professional Engineer in the State of Texas preferred.
  • Valid Texas Class A, B, or C driver's license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months to operate DART non-revenue vehicles.
  • Pass a physical (medical) examination that includes a drug screen to operate DART non-revenue vehicles. Proficiency of PC software applications to include Microsoft Office or other related software applications.
  • Knowledge of budget development/analysis, and operational cost factors.
  • Analytical and creative skills to find solutions to complex interpersonal, technical, and administrative problems.
  • Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  • Ability to work irregular hours to be available to work on short notice.
  • Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.

Working Conditions:
