Under the general direction of the Assistant Budget Manager, a Staff Services Manager I, the Associate Governmental Program Analyst (AGPA) performs a wide variety of highly technical and complex budget analysis for the development of administration of the District's budget. The AGPA is responsible for providing service to the District as well as Headquarters (HQ), relative to budget and project fund allocations, encumbrances, and expenditures. All district activities and projects require project IDs which establish the approved budget for an activity or project. The incumbent is responsible for ensuring that project IDs are properly entered into the Department's financial database, AMS Advantage, and are maintained throughout the life cycle of the activity or project. The AGPA performs a variety of complex technical and specialized functions in support of the District's position management related activities to ensure compliance with regulations, policies, laws, and rules. Duties include document tracking and processing, database management via Positions on Board(POB), position related budget management, records management, and other functions; and performs related duties as assigned.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Working Conditions

Position located in Los Angeles, Los Angeles County.

While at their base of operations, employee will work in a cubicle in a climate-controlled office building, under artificial lighting. Periodic problems with the heating and air conditioning may cause the building temperature to fluctuate and impact air circulation. Overtime may be required, and vacations may be restricted during peak times or fiscal year-end closing. In-State travel may be required, but would be infrequent. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises. Employees may be required to conduct business travel on behalf of the Department or commute to the assigned Headquarters location. Business travel reimbursements consider an employee's designated Headquarters location, primary residence, and may be subject to California Department of Human Resources regulations or applicable bargaining unit contract provisions. All commute expenses to the Headquarters location will be the responsibility of the employee. Working hours will be set between the hours of 7:00 a.m. and 5:00 p.m., Monday-Friday, 5/40

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
