Introduction

The Department of Health Services (DHS) , Division of Medicaid Services (DMS) , is recruiting for a Project Support Supervisor in the Bureau of Eligibility & Enrollment Policy (BEEP).

This position has the ability to work remotely up to 5 days per week but may be required to report to an office location on occasion to complete certain tasks. This position can be headquartered at one of our central or regional offices .

Position Summary

As the Project Support Supervisor, you will be responsible for overseeing and supervising members of the Project Support Section. This position supports policy development, implementation, and outreach through the project process for health care and FoodShare eligibility and related policies and programs. You will support state agency priorities related to the complete project lifecycle, including project planning, development, implementation and outcomes. Key responsibilities include:
  • Providing technical expertise, assistance, and project support to the section and bureau staff involved in the project planning, development and implementation process.
  • Supervising Project Support staff working on projects, system maintenance, and publication support using the project development lifecycle.
  • Providing direction and support to the Project Support section regarding business requirements, project processes, change management, timelines, milestones, testing, and systems integration goals ensuring efficient eligibility, outreach, and enrollment efforts.
  • Assisting Project Support Section Manager with portfolio, project, and section managers to develop and implement cross-bureau project processes.
  • Supporting the Project Support Section Manager in utilizing, providing feedback and updating the cross-bureau project process.

Salary Information

The starting salary is between $41.50 and $44.33 per hour (approximately between $86,300 and $92,200 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Health Care Supervisor and is in pay schedule and range 81/03.

Job Details

All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

Minimally qualified applicants will have all of the following:
  • Experience in a leadership role performing duties such as setting individual and team goals, providing coaching and guidance, assigning duties, etc.
  • Experience with project documents, the project process, and project management principles.
  • Experience using leadership principles (e.g., delegation, ability to adapt to fast changing workloads, dependability, etc.) to develop high-performing teams.
Well qualified applicants will also have one or more of the following:
  • Experience in a formal supervisory or managerial role performing duties such as training, hiring, conducting performance evaluations, assigning/reviewing work of subordinates, ensuring compliance, etc.
  • Experience supervising staff working on projects, system maintenance, and publication support using the project development lifecycle.
  • Experience providing technical expertise, assistance, and support to staff involved in the project planning, development and implementation process.
  • Experience working with systems utilized through Medicaid (i.e. MMIS, CARES, CWW) or similar large and highly complex systems. Complex systems and projects are those that involve a higher-than-normal degree of difficulty due to size, scope and duration, and may involve multiple staff from different teams. Complex projects may be those that require a high level of quality control, implementation risks, systems (i.e. MMIS, CARES, CWW) feasibility solutions, and may require balancing federal and state compliance with member impact.
