Job Summary

Prepares Technical Proposals in response to Government Change Orders or Request for Proposals (RFP) based on input from the Business Owners in a variety of healthcare related functions. This position involves collaboration with TriWest internal departments, TriWest's external claims processor and other subcontractors as well as Department of Veterans Affairs and Defense Health Agency Subject Matter Experts (SMEs). This position will work with Business Owners to develop man-hour and material estimates and/or utilize actual incurred man-hours to prepare Technical Proposals for submittal to the Government.

Education & Experience

Required:

• U.S. Citizenship
• Must be able to receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation
• Bachelor's degree in Business, Health Care Administration, or related field or equivalent experience
• Proposal analysis and preparation experience
• Project and change management experience, including meeting facilitation and coordinating multiple projects with competing timelines

Preferred:

• Experience with healthcare operations
• Experience with Managed Care, claims, medical coding and medical management systems
• TRICARE experience

Key Responsibilities

• Functions as the facilitator for each VA or DHA Contract Modification.
• Coordinates and facilitates meetings with the Business Owners and other stakeholders in order to assist the team in evaluating the manpower and schedule impact to each contractual change.
• Responsible for codifying impacts of the contract change into a technical proposal document that will justify any changes in cost or schedule.
• Creates project-planning documents, including process flow diagrams, work plans, Gantt charts, and other documents using software programs.
• Coordinates multiple projects within timelines, applying standard project management concepts and tools.
• Performs analysis and keeps project teams informed of progress towards goal to ensure smooth transition.
• Gathers data, identifies issues, relates and compares concepts and options, identifies cause-effect relationships, interprets different viewpoints correctly, identifies and develops possible consequences, and takes appropriate course of action.
• Partners with business units to understand work processes and assess impact of contract changes.
• Assists client departments with determining the scope of required changes and determining how to revise documents to meet the needs of new processes.

• Coordinates inter-departmental communications, coordinates, reviews and contributes training materials necessary to implement the program change.
• Assists performance improvement teams with analyzing the application of requirements to process improvements. Analyzes and reports data, market trends, government regulations, and other relevant information to assist project teams with planning process.
• Researches and redesigns business processes.
• Trains other staff on program objectives, process models, and analytical tools.
• Assists the Manager, Modification Pricing with overseeing administrative processes to insure compliance with government-mandated requirements.
• Effectively and sensitively communicates with TriWest staff, while modeling effective leadership and management skills.
• Head or participate in various projects and committees as assigned.
• Performs other duties as assigned.
• Regular and reliable attendance is required.
