Introduction

The Department of Health Services (DHS) , Division of Public Health (DPH) is recruiting for 2 Data Access Specialists in the Office of Health Informatics (OHI).

DPH works with our local and tribal public health partners, and community groups statewide, on a wide variety of programs and services that protect the health of Wisconsin residents.

These positions offer the option to work remotely up to 5 days per week and will be headquartered at one of the DPH central or regional offices . You must have access to both a private workspace and high-speed internet if working remotely. A greater in-office presence may be required periodically for meetings, events, training, onboarding, or other operational needs. This position will work Monday through Friday, daytime hours.

Position Summary

As a Data Access Specialist, you will be responsible for developing and managing data requests and data access requests for the Data Resource Center in DPH. DPH has approximately 60 distinct data sources that it collects ranging from a person's birth to their death. You will:
  • Respond to questions about data and explain the division's data request process,
  • Intake data requests and route requests to the right data expert,
  • Ensure data requests are formulated appropriately to present to the DPH Data Governance Board,
  • Develop data sharing agreements and ensure the agreements are completed,
  • Follow up to ensure requests are filled and invoiced, etc.
These positions are also responsible for supporting communications, coordinating division data request management, and managing and following up on data sharing agreements. From a strategic perspective, these positions will grow with the developing needs and direction of data sharing requests for programs administered by DPH. In addition, you will provide guidance and leadership on data sharing agreements, data request process updates, data request related policies, data sharing policies, data privacy policies within the Division.

Salary Information

The starting pay is between $29.00 to $31.00 per hour (approximately between $60,300 and $64,400 per year) depending on qualifications, plus excellent benefits. A 12-month probationary period will be required.

Pay for current or former employees is set based on the rules that apply to compensation for the applicable transaction. These positions are classified as Research Analysts and are in pay schedule and range 08/04.

Job Details

All applicants who may be appointed to these positions will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

DHS does not sponsor work visas for these positions, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

Minimally qualified applicants will have all of the following:
  • Experience developing or managing data sharing agreements.
  • Experience organizing and managing data sharing requests and data governance systems.
  • Experience providing guidance or technical assistance to data-related staff (e.g., requestors, stewards, owners, etc.) on data sharing processes.
Well-qualified applicants will also have one or more of the following:
  • Experience with public health data systems.
  • Experience with confidentiality requirements for personally identifiable data.
