Position Objective: CDC seeking an Exercise Evaluator to provide exercise training and evaluation in support of the Centers for PXE Evaluation Team to ensure various needs are met throughout the exercise evaluation cycle.
  • Planning/development/training - Facilitate development and socialization of an exercise evaluation plan with CDC staff. Develop and conduct trainings on exercise basics and preparing materials, presentations, and tools to train exercise evaluators for their roles and responsibilities.


Contracted Individuals will serve as the controller-evaluator leads focused on finalizing evaluation documentation, training and organizing SME evaluators, and conducting the valuation of the primary exercise objectives.

Duties and Responsibilities:

The responsibilities will include, but are not limited to the following:
  • Interacts with CDC subject matter experts identified as evaluators
  • Provide technical support to Evaluation Lead on finalizing the exercise Evaluation Plan and specific evaluation strategies.
  • Technical support may include, but not limited to:
    • Assists in refinement of evaluation criteria
    • Assists in Master Scenario Events List (MSEL) development
    • Coordinates exercise evaluation documents
    • Assist the Evaluation Lead in finalizing the Evaluation Plan
    • Trains SME evaluators prior to exercise on evaluation documentation, exercise rhythm, and daily reports
    • Provide guidance to SME evaluators during exercise; collect observations daily
    • Conducts post-exercise Hotwashes for component areas
    • Upon End of Exercise (ENDEX), consolidates all evaluation/observation inputs for the development of the initial After Action Report/Improvement Plan


Basic Qualifications:

  • Ability to obtain a Public Trust.
  • A minimum of 1-2 year of relevant experience required.
  • Strong knowledge and applied experience with HSEEP guiding principles and common approach.
  • Applied experience adapting HSEEP for a nuc/rad incident for public health focused exercise audience.
  • Strong applied experience in assisting with development of exercise evaluation plan.
  • Strong knowledge and applied experience developing training materials, presentations, for in-person and virtual audiences.
  • Ability to apply CDC training standards and adult learning theory/principles across all training materials.
  • Highly flexible and adaptable in a quickly changing environment.
  • Ability to collaborate with CDC staff and other partners amicably and efficiently.


Minimum Qualifications:
  • Ability to communicate effectively, orally and in writing, with non-technical and technical staff
  • Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects
