Introduction

The Department of Health Services (DHS), Division of Public Health (DPH) works with our local and tribal public health partners, and community groups statewide, on a wide variety of programs and services that protect the health of Wisconsin residents.

DPH is recruiting for a Public Policy Strategist in the Bureau of Aging and Disability Resources (BADR).

This position offers the option to work remotely up to 5 days per week and will be headquartered at one of the DPH central or regional offices . The schedule may vary based on training or operational need. Statewide travel and overnight stays may be required approximately 5% of the time.

Position Summary

As the Public Policy Strategist, you will be responsible for long range planning, public policy analysis, program development, grant management, special initiatives leadership, and coordination of programs and policies across public and private sectors. This position works across units and sections in the BADR, DPH, and DHS with aging and disability networks and advocates, public health partners and others to strategically plan for and make policy improvements regarding the needs of older adults and people with disabilities.

Salary Information

The starting pay is between $35.00 and $42.00 per hour (approximately between $72,800 and $87,300 per year) depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. The position is in the Program & Policy Analyst - Advanced classification and is in pay schedule and range 07/03.

Job Details

  • For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
  • Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

Qualifications

Minimally qualified applicants will have all of the following:
  • Professional experience working with aging populations, people with disabilities, or community programs that serve these populations.
  • Experience developing or implementing public policy, managing public programs, or leading large-scale initiatives that include multiple partners and address population level issues.
  • Experience providing technical assistance, consultation, or training on aging or disability resources to internal and external partners.
Well-qualified applicants will also have one or more of the following:
  • Experience using systems change approaches such as collective impact or other collective action approaches.
  • Experience presenting highly technical, data driven, or controversial information and issues to executive leadership, government officials, community advocates, and members of the public.
  • Experience working in a government setting, aging and disability resource center (ADRC), aging unit, independent living center, or community advocacy organization.
  • Experience with the principles of health equity and applying those principles to address social determinants of health and health disparities.
