Why does the job exist?

The New Mexico State Department of Information Technology endeavors to provide the highest levels of service delivery for Mission Critical Radio System & Wireless Communications to Regional, Local Government, Federal and Tribal Agencies for Law Enforcement, First Responder, Critical Services, and Public Works entities located and operating within the geographic areas of the State of New Mexico. The Systems Integration Supervisor supervises, and leads the Systems Integration Team as well as participating in team tasks and deliverables. This team designs and implements service upgrades, system modernization and any modifications to services related to Public Safety Radio Communications.

How does it get done?

This position will do following:

-Directly supervises and train employees
-Develops technical scopes of work and plans for radios system engineering projects.
-Requests quotes from vendors, creates purchasing requests, oversees vendors, and manages technical projects.
-Acts as the lead engineering point of contact for assigned sites and projects.
-Assess requests for new services and modification of existing services.
- Develops technical solutions to meet the needs of subscribers and stakeholders.
-Reviews vendor proposals/designs, scopes of work, and engineering drawings for accuracy and acceptability.
-Participates in the planning and execution of the state-wide migration from conventional analog land-mobile radio (LMR) systems to the 700 MHz Project 25 Phase II trunking system platform (New Mexico Digital Trunked Radio System). Assists localities in developing a plan for migration to the NM-DTRS.
-Performs regular physical visits to radio system sites and infrastructure locations to evaluate needs, collect data, perform routine site inspections, update documentation, supervise vendors, perform quality assurance checks, and identify maintenance or safety issues.
-Identifies and researches potential tower site locations. Works with partner agencies to initiate negotiations on tower and shelter space sharing agreements; assists in writing memorandums of understanding (MOUs) or other similar agreements. Identifies and evaluates initial feasibility of microwave link paths. Assists technicians in troubleshooting complex microwave and LMR-related issues.
-Creates, manages, and updates, documentation related to site infrastructure -- including tower and loading data, civil engineering drawings, shelters, system wiring diagrams, antenna systems, power systems, and any other relevant engineering or construction drawings or data.

Ideal Candidate

The ideal candidate will have the following:

- Experience in radio frequency (RF) applications, particularly in the land-mobile radio (LMR) and microwave radio fields with specific experience designing, managing, or maintaining public safety radio systems including microwave data systems, using conventional analog technologies, digital P25 and trunking technologies, microwave back-haul systems, dispatch console systems, and Motorola ASTRO25 M-Core-based systems.
- Knowledge of communications site infrastructure and related systems, including: basic electronic and electrical theory, to include AC and DC power distribution systems (including system design and implementation), uninterruptable power supplies, and -48 volt DC battery plant and rectifier systems; the R56 grounding and bonding standards for communications sites, communication site best practices
- Knowledge and experience operating RF and electronic test equipment including voltmeters, communications service monitors, spectrum analyzers, antenna analyzers, radio service software, and common tools required for maintaining and installing site equipment.
- Certifications and/or licenses that demonstrate knowledge in the fields of electronics, electrical engineering, RF systems/engineering, two-way/land mobile radio, microwave radio, networking, and/or telecommunications.
- Experience supervising technical personnel, creating work schedules, troubleshooting technical problems, critical thinking, supervising vendors and contractors. Excellent verbal and written communications skills.

Minimum Qualification

Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering or similar technical degree and four (4) years of experience in network administration and design. Substitutions Apply. See Substitution Table below.

Employment Requirements

Must possess and maintain a valid Driver's License; obtain Defensive Driving Certification within 30 days of employment. Pre-employment background investigation is required and employment is conditional pending results.

Working Conditions

Long hours (10-12 hour days) are occasionally necessary due to travel time or to cope with system outages and other critical maintenance issues. Work is done in the office, shop and field environments. Driving long distances is sometimes necessary on improved and unimproved roads. Lifting in excess of 50 - 70 pounds is not uncommon. Transportation and operation of all-terrain/four-wheel-drive vehicles in mountainous terrain is sometimes required. Working in odd physical postures is necessary when installing, troubleshooting, or repairing equipment. Exposure to hazardous or extreme weather conditions is sometimes required. This position requires regular day travel and occasional overnight travel to varying locations throughout the state.
