The State of Wisconsin-Department of Justice (DOJ) is recruiting for a Purchasing Agent-Senior to join the Bureau of Budget and Finance. DOJ is located in downtown Madison on the Capitol Square and on the Madison Metro bus route. The Bureau of Budget and Finance is the central finance office for the agency that is responsible for day-to-day fiscal operations, agency's budget, financial reporting, audits and internal controls.

This position is headquartered at the Risser Justice Center located at 17 West Main Street in Madison.

Position Summary

Under the general direction of the Purchasing Manager within the Bureau of Budget and Finance, this position works in an advanced level professional capacity and is responsible for the sourcing and contracting of a variety of complex goods and services in a timely and cost-effective manner in accordance with procurement laws, regulations, policies, and procedures in support of the Department of Justice mission and objectives.

This position works with a team of professional staff to conduct the department's procurement and contracting activities and initiatives. This position also works collaboratively with program staff on projects, acts as the procurement lead on solicitations, and serves as a technical resource for best practices in procurement processes and effective sourcing strategies.

Salary Information

The Purchasing Agent - Senior position is in pay schedule 07 and pay range 03. The starting pay will be between $33.00-$43.46 per hour (approx. $68,640 to $90,396 annually). Pay for current or former state employees will follow the provisions found in the State of Wisconsin Compensation Plan effective at the time of hire. A 12-month probationary period may be required.

Job Details

This position may be eligible to work remotely up to 100%, following an initial training period. Reporting to the headquarters in Madison, including reporting on multiple consecutive workdays as needed. Travel to the headquarters is not eligible for travel reimbursement.

The Department of Justice does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9.

Qualifications

Minimally qualified applicants must have education, training and/or experience in the following :
  • Conducting procurements for goods and services (i.e. professional purchasing).
  • Working with PeopleSoft or another comparable ERP (Enterprise Resource Planning).
  • Contract management (e.g. contract laws, contract process, contract negotiation).
In addition to the minimum qualifications, a well-qualified applicant will have education, training, and/or experience in the following:
  • Interpreting State statutes, administrative rules, and policies related to procurement.
  • Relevant industry certification such as Professional in Supply Management (CPSM) or Certified Public Professional Buyer (CPPB).
  • Technical writing skills (e.g. writing job aids or training materials).
