Job Summary

Position Purpose

This position is responsible for the development, management and implementation of the college's purchasing program, contract management and accounts payable. The position ensures compliance with Minnesota State policies and procedures, state statutes and federal regulations, including increasing Century's annual number of diverse vendors of color and ensuring equity of awards are presented in the overall number of contracts and buying that are awarded to by the college. This position serves as a consultant to the college for purchasing, contracting and accounts payable. The position prepares the insurance application for the college, it also manages the program throughout the year. The position also oversees all aspects of the colleges purchasing card system to ensure the college is compliant with board policies and procedures related to purchasing cards.

Position Responsibilities
  • Responsible for the overall leadership and management of the college's purchasing, contracting, and accounts payable including the supervision of the staff so that College goals are met.
  • Develop, administer, and manage the College's procurement program and accounts payable process, according to college and Minnesota State Colleges and Universities policies and procedures, state statutes, and federal regulations.
  • Review, prepare and submit the annual insurance application for the college.
  • Oversee the clinical agreement process for the college. Maintain a database of existing agreements, create, and manage new clinical agreements for clinical sites.


Minimum Qualifications ( must have at time of application )
  • A bachelor's degree in accounting, finance, business administration, or a closely related field.
  • Three or more years of purchasing experience including training and experience preparing and executing contracts, leasing, and general business practices.
  • Experience issuing and awarding requests for proposals (RFP's).
  • A minimum of three years supervising or lead work of purchasing, accounting or accounts payable professionals.
  • Ability to track numerous projects and tasks simultaneously across the institution, and to make decisions independently.
  • Experience and knowledge of purchasing, contracts, and accounts payable principles and techniques, and the ability to interpret, apply, and communicate college policies and procedures, as well as state/federal procurement laws and regulations.
  • Skills in the areas of human relations and the ability to effectively communicate across broad and diverse constituent groups.


Preferred Qualifications (desired but not expected to have to enter job)
  • Knowledge of project management techniques.
  • Process improvement training.
  • Knowledge of Minnesota State ERP systems: Integrated Statewide Records System (ISRS), Marketplace (Jagger) software, SWIFT, and/or Workday.
