Jacobs is seeking a radio frequency engineer to join our team of qualified, diverse individuals supporting the Defense Information Systems Agency Joint Interoperability Test Command (JITC) Test, Evaluation, and Certification (TEC) contract at Fort Huachuca, Arizona. The selected candidate will join the Radio Test Facility (RTF) Engineering and Lab Support standards conformance and interoperability test team to support the functional areas of High Frequency (HF) Communications, Ultra High Frequency (UHF) Satellite Communications (SATCOM) and Very High Frequency (VHF)/UHF Line of Sight (VULOS) Communications capabilities.

Work to be performed on-site supporting a secure stand-alone test facility. Remote work is not possible.

The selected candidate will:
• Provide subject matter expertise on technical issues and test activities relevant to current and future RTF capabilities. Provide recommendations on relevant testing or necessary modifications to maintain a system.
• Evaluate and modify existing RTF test plans and procedures. Investigate new ways of testing requirements to increase efficiency or accuracy. Procedure updates include necessary changes to ensure total requirement inclusion, accurate test methodology, suitable test configurations, repeatability, testability, requirement traceability, and accurate data collection.
• Develop new test plans and procedures to sustain the RTF mission.
• Execute test equipment configuration and functionality checks for new and existing capabilities. Document equipment configuration utilizing standardized processes including diagrams and labeling.
• Provide engineering assistance and troubleshooting guidance to the test team during test setup and execution, as well as Unit Under Test (UUT) performance deficiencies, system failure root cause analysis, and impact statements for unmet or untested criteria. Troubleshooting includes test, measurement, and diagnostic equipment (TMDE), UUT hardware and software, RF components, cables, and signal flow.
• Recommend equipment, facility or capability for upgrade, replacement, or discontinuation associated with the RTF modernization effort.

Requires a Doctorate and at least 4 years of experience or a Master's degree and at least 10 years of experience. Relevant technical degrees include Physics, Operations Research, Computer Science, and Mathematics. Curriculums in other various engineering and science disciplines may be considered. Related certifications in the area of specialization may be substituted for 1 year of experience. Experience must be related to the job duties.
• This position requires an active Secret security clearance on hire date.
• T&E experience associated with radio communications and RF engineering concepts to include but not limited to basic radio components/design, RF Power, RF modulation techniques, interleaving/encoding, RF TMDE, and RF related test measurements. Electromagnetic interference and electromagnetic compatibility experience is desired.
• Possess the ability to understand new concepts quickly and apply them accurately throughout an evolving environment and organize work assignments to meet established timetables.
• Quality oral and written communication skills, with the ability to write and present complex issues in a clear, concise, and easily understood manner.
• Attention to detail creating, reviewing, and editing requirements, specifications, test plans, and recommendations related to proposed solutions.
• Proficient in standardized requirements analysis.
• Demonstrated ability to collaborate effectively with senior management, cross-functional teams, internal/external customers, and end-users.

Desired Qualifications:
• Familiarity with Standardization Agreement (STANAG) 4372 and Second-generation Anti-jam Tactical UHF Radio for NATO (SATURN) waveform operations and testing.
• Familiarity with STANAGs 4285, 4415, 4539, and 5066.
• Familiarity with Military Standards 188-110, -141, -182, -183, -220, -241, and -242.

Essential Functions:

Physical Requirements

Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.

Work Environment

An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.

Equipment and Machines

Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.

Attendance

Core work hours will be between 9:00 a.m. - 3:00 p.m. Monday - Friday. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

Other Essential Functions

Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer's locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
