Job Duties

Manages the Shared Services lease program, ensuring leases are established, extended, renewed and terminated properly; smooth and continued operations of offices and facilities; and financial and legal terms outlined in the lease that comply with state/federal requirements.

Reviews office and partner staffing requirements and space needs to ensure adequate and appropriate use of space and mutual acceptance of proposed occupancy terms; prepares documentation to initiate, extend, renew and/or terminate leases; serves as a liaison to DOL, DGS/DRES, staff, and partners regarding related matters; makes recommendations and negotiates use agreements; prepares and distributes documents for review and execution by relevant parties; and addresses problems.

Reviews and responds to service requests for renovation work and building maintenance; interprets lease documents to determine responsibility; coordinates work to be done; and serves as liaison to relevant parties.

Minimum Qualifications

Knowledge of real estate principles, practices and laws; architectural plans and standards; MEP drawings; construction methods and materials; and contract, lease, and procurement rules and regulations.

Exceptional contract management, oral and written communication, leadership, decision making, negotiation, project management, and organizational skills.

Ability to manage real estate transactions and projects from start to finish; oversee scheduling and construction of tenant improvements; provide technical assistance; coordinate the work of others; perform complex financial analyses related to real estate transactions; review, negotiate, execute and manage leases; analyze and report trends, environmental factors, and relevant issues; and utilize real estate management software to maintain records, assess needs, etc.

Must possess a valid driver's license and be willing to travel overnight on occasion as needed.

Position must complete Statement of Economic Interest requirements.

Additional Considerations

Education, training, and/or experience in public administration, business administration, urban planning, real estate, property management, procurement, contract and lease management, and/or related area.

Experience examining lease and license documents, title reports, property surveys and descriptions; conducting and analyzing real estate transactions; negotiating and managing acquisition and disposal of commercial real estate interests.

Experience working with laws, best practices and requirements governing real estate transactions by state institution; and Building Info. Tracking System, COVA TRAX, land use plans, M-R FIX, and non-DGS/agency administered leases.
