Summary

NIH Recent Graduates perform duties in one of the Institutes or Centers in the National Institutes of Health (NIH). NIH Recent Graduates receive on-the-job training for one year and complete at least 40 hours of formal interactive training while in the program. Assignments are aimed at developing the employee's skills and knowledge to progressively perform more difficult duties.

Duties

  • Assists in the performance of data science topics that include scientific, statistical, and predictive techniques (e.g., regression analysis, statistical analysis, modeling, mathematical programming, machine learning, and data visualization).
  • Develops and implements state-of-the-art data science applications, models, technologies, and guiding principles for data use and analysis in direct support of the organization's mission and programs.
  • Presents findings in the most relevant format, including text, graphs, charts, tables, and models.
  • Assists in the development and integration of data mining capacities using algorithms as well as structured databases to perform predictive analytics on these data.
  • Implements and complies with data science-related regulations, policies, and other guidelines.
  • Assists in research and statistical analysis on available data and in developing improved program materials and documentation.
  • Participates in conducting comprehensive evaluations and assessments of the effectiveness of data science proposals and solutions to provide findings, conclusions, and recommendations to technical and program staff.

Qualifications

To be eligible for appointment, you must be a recent graduate who has completed, within the previous two years, a qualifying associate, bachelors, masters, professional, doctorate, vocational or technical degree, or certificate from a qualifying, accredited educational institution with a cumulative GPA of 3.0 or higher on a 4.0 scale. A valid certificate program is post-secondary education in a qualifying educational institution that is equivalent to at least one academic year of full-time study, as defined by your university. The certificate program must also be a part of an accredited college-level, technical, vocational, trade, or business school curriculum.

AND

Basic Requirements: You must have completed a bachelor's degree or graduate/higher level degree with a major study in mathematics, statistics, computer science, data science, or a field that is directly related to the position; OR have a combination of education (at least 30 semester hours) and additional appropriate/related experience that is the equivalent to a major in mathematics, statistics, computer science, data science or a field directly related to the position.

In addition to qualify for a Recent Graduate (Data Scientist) position at the GS-7 level, you must meet one of the following qualification requirements:

A. have completed one (1) full academic year of graduate level education in mathematics, statistics, computer science, data science, or a field that is directly related to the position; OR

B. have met one of the requirements for superior academic achievement based on a) graduating within the upper third of the graduating class in a college, university, or major subdivision such as the College of Liberal Arts or the School of Business Administration, based on completed courses; b) having a grade point average of 3.0 or higher out of a possible 4.0 as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR c) being elected for membership in a national scholastic honor society; OR

C. have one (1) year of specialized experience equivalent to at least the GS-05 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: performing basic queries using various types of database and analytical tools; assisting in analyzing, collecting and recording data related to the effectiveness and accuracy of new data; and presenting findings in the most relevant format, including text, graphs, charts, tables, and models; OR

D.
have a combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position.

In addition to qualify for a Recent Graduate (Data Scientist) position at the GS-9 level, you must meet one of the following qualification requirements:

A. have completed a master's degree or equivalent graduate degree OR two (2) full years of progressively higher-level graduate education with a major study in mathematics, statistics, computer science, data science, or a field that is directly related to the position; OR

B. have one (1) year of specialized experience equivalent to the GS-07 level in the Federal service, obtained in either the private or public sector performing the following types of tasks: extracting raw data from multiple sources in preparation for data cleaning and manipulation; conducting data cleaning with programming languages (e.g., R, Python) to transform raw data into clean, organized information; analyzing data to identify trends, patterns, or relationships using statistical methods/techniques (e.g., Logistic Regression, ANOVA); and summarizing findings using data visualization tools to inform data-driven decisions; OR

C. have a combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position.

Upon conversion positions may have promotion potential up to the GS-13 grade level. Promotion potential is determined based on the position being filled within an Institute/Center.
