Job Summary:
The Libraries' HR team provides HR, payroll and benefit services to approximate 210 staff and 400 student employees. We are a small team, and this provides us with the opportunity gain experience in a broad range of job duties, play an active role in HR projects and committees, build leadership skills through new opportunities, and support each other's work.

This position is responsible for the employee life cycle within the organization and acts as the subject matter expert for recruitments within the Libraries. This work also includes onboarding new employees, managing job and pay changes, contributing to policy changes, project implementation, and coordinating performance management and compliance training requirements according to campus expectations. Finally, this position is the main contact for payroll and student hiring, directing this work for the rest of the team.

Responsibilities: Interprets, advises, and serves as a consultative resource to schools/colleges/divisions on strategy, policies, procedures, statutes, laws, and other human resources services to ensure compliance in accordance to policy and law.
  • 20% Serves as a consultative Human Resources resource and liaison. Interprets, advises on, applies and disseminates complex policies, procedures, and options to leadership and employees; and recommends best strategies according to established objectives and goals
  • 15% Facilitates and processes complex transactions and programs according to established policies and procedures
  • 15% Audits human resources reports to ensure compliance with established policies and procedures
  • 10% Develops and implements processes and procedures for one or many various HR functions such as employee trainings, recruitments, compensation, and payroll
  • 10% Receives and responds to inquiries in-person, via email, and through various communication mediums and relays information to appropriate entities
  • 10% Contributes to the development of strategic plans and directs staff implementation of initiatives in alignment with strategic goals
  • 15% Prepares and audits standard work unit payrolls. Completes payroll transactions, including student hires and changes, according to policies and procedures.
  • 5% Leads and/or participates in committee work at the unit, division and campus levels.
Tasks:
  • Manages the recruitment process and acts as the subject matter expert for search committees
  • Manages payroll and student hiring processes for the division
  • Manages the lifecycle or an employee's experience with the organization from hiring to separation
  • Coordinates the performance management process and compliance with campus and division employee training expectations
  • Supports division needs in Worker's Compensation and Unemployment
  • Manages parking processes for the division
  • Contributes and executes division level trainings as directed
  • Contributes to the implementation of large-scale campus and division projects

Qualifications:
Required
- Experience with HR practices, basic payroll, and leave accounting
- Ability to manage multiple tasks in a fast-changing environment
- Ability to break down complex concepts and issues for a diverse audience

Preferred
- Experience processing payroll for University of Wisconsin employees
- Experience independently managing the recruitment process for hires
- Knowledge of policies and procedures related to performance management and compliance expectations for University of Wisconsin employees
- Ability to facilitate meetings to achieve goals and initiatives
- Effective communications skills in one-on-one and in group settings.

This position may require some work to be performed in-person, onsite, at a designated campus work location. Some work may be performed remotely, at an offsite, non-campus work location.
