The incumbent is responsible for providing technical support and guidance on Major Maintenance Transportation Management Systems (HM4-TMS) projects. The incumbent will perform the transportation field and office electrical, electronic and maintenance engineering work for the transportation management systems (TMS) assets, traffic signals, sign and lighting systems, communication systems, and other electrical systems. Incumbent will prepare and review reports, plans, and specifications, and estimates (PS&E) for the repair and maintenance of aforementioned electrical systems. The incumbent will coordinate with the electrical maintenance, traffic operations and construction branches for operational status of all field assets reporting to and from the transportation management center (TMC) and other systems. Ensure that the asset inventory and condition is updated across all the databases. The incumbent will act as maintenance engineering support in all aspects of TMS field assets. Additionally, the incumbent will develop maintenance work plans, assist in managing them, review deliverables and oversee project delivery.

Working Conditions
This position is located in Sacramento.

The incumbent may be required to work outdoors to do field reviews, investigations, and monitor traffic problems, and may be exposed to dirt, noise, uneven surfaces, and/or extreme heat or cold.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

This position requires visual and color acuity adequate to successfully perform the essential functions of the job, willingness to work at odd hours, be available for day or night calls, stay abreast of current technological changes in the fields of electricity and electronics, work up to 550 feet above pavement or water, work in the midst of traffic, and have the ability to withstand working under adverse (e.g., cold, wet, windy) weather conditions.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Appointment to Range D requires a valid Professional Engineering License (Electrical) issued by the California Board of Registration for Professional Engineers." For all other ranges, a PE license is not required.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
The incumbent must have current knowledge of Caltrans' mission, vision, goals and strategic management plan. Must have knowledge of TMS maintenance engineering, traffic engineering, and traffic operations.

The incumbent must familiar with the Division of Maintenance goals, organization and the delivery of Major Maintenance Program.

Must possess knowledge and experience with state contracting administration and procedures for contracts such as professional services, construction, and agreements such as maintenance agreements. Methods, tools, and equipment used in electrical and electronic construction work.

Must have experience in project development, specifications and general knowledge of design, construction, and maintenance techniques, electrical and electronic theory as applied to traffic control systems, components, circuits, and troubleshooting.
Office applications, word processing, spreadsheets, presentations, take minutes at meetings and prepare meeting calendars.
The incumbent must continually update his/her knowledge of emerging technologies, new regulations, industry standards and lifecycle analysis of the TMS assets.

Incumbent must be able to work independently to analyze situations accurately and take effective action. Incumbent must be open to change and new information; adapting their work methods in response to changing conditions or unexpected issues, and adjust quickly to new situations warranting attention and resolution.
