The Texas Workforce Commission (TWC), a Family Friendly Certified Workplace, is seeking a Regional Quality Assurance Specialist (QAS) - Sr QAS to join the S Texas Regional Office 6-0 VR Department located at 4241 Woodcock Dr Ste A105, San Antonio, TX.

Staff who serve customers directly will be limited to one day of telework per week during their probationary period of employment with TWC VRD, beginning with their first week of work. After successfully completing probation, this position may be approved to telework up to two days per week.

The QAS - Sr QAS is selected by and reports to the Deputy Regional Director. Performs advanced to highly advanced (senior-level) consultative services/technical assistance work. Work involves planning/developing/implementing major agency program(s) providing consultative services/technical assistance to program staff/governmental agencies/community organizations/general public. May train/lead and/or prioritize the workload of others. Works under limited supervision, with considerable latitude for the use of initiative/independent judgment.

GENERAL DUTIES:
- Responsible for providing programmatic oversight/technical guidance to Field program management/staff regarding the VR program; guiding/ensuring the proper application of agency/program policies/procedures related to contract/non-contract acquisition of goods/services on behalf of program customers providing related technical/process guidance to Field staff.
- Prepares/conducts oversight/QA reviews; technical guidance to customers/employers/community organizations contractors/service providers through consultation/leadership/programmatic education; guidance on the VR process and customer services delivery process as it relates to QA activities/effective implementation of Divisional objectives.
- Responsible for submitting monthly QA/contract review activity reports/developing regional placement strategy plans for employment/reviewing proposed customer self-employment plans; reviewing customer case documentation to provide technical guidance/observe developmental needs/trends/support application of best business practices/ensure compliance/oversee QA.
- Conducts liaison activities with assigned parties maintaining appropriate business relationships.
- Coordinates with State Office/Regional/Unit management to provide mentoring/consultation as needed.
- Performs other duties as assigned.

PREFERRED QUALIFICATIONS:
- Master's degree in Rehab Counseling or Rehab Management from an accredited college or university plus 1 year experience: 1) in interpreting/applying VR program policies/procedures, 2) planning/implementing/monitoring customer services, 3) coaching/mentoring and providing technical assistance for staff development, and 4) developing/providing training activities (or)
- Master's degree from an accredited college or university plus 3 yrs progressive experience working in a VR program. With 3 yrs experience in areas referenced above (or)
- Bachelor's degree in Rehab Counseling or Rehab Management from an accredited college or university plus 3 yrs progressive experience working in a VR program. With 3 yrs experience in areas referenced above (or)
- Bachelor's degree from an accredited college or university plus 4 yrs progressive experience working in a VR program. With 4 yrs experience in areas referenced above.

MINIMUM QUALIFICATIONS:
- QAS (Program Specialist V): Graduation from an accredited four-year college or university plus two years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency;
- Sr QAS (Program Specialist VI): Graduation from an accredited four-year college or university plus two years and six months of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency;
- One year of full-time experience may be substituted for each year (30 semester hours) of education.
- Copy of official transcripts, certifications and/or credentials will be requested at the time of interview if applicable.

All levels:
- Experience as a QAS cited above must be in accordance with the career ladder requirements of the agency.
- Related work experience is defined as consultative services/technical assistance to program staff, and general knowledge of disabilities.

Duties may include up to 50% travel (within the State of Texas) and the ability to lift/carry 10 pounds.
