Bachelor's degree and completion of a two-year traineeship; or a bachelor's degree and two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to agency operations; or a master's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics, research methods, or statistics and one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

Duties Description The NYS Commission on Ethics and Lobbying in Government (COELIG) seeks a Research Data Analyst to collect, analyze, and evaluate quantitative data to review, analysis, and present data the agency collects related to ethics, lobbying, and agency operations. Under the direction of the Commission's Executive Director and supervision by Executive staff, the Research Data Analyst will:
• Perform various tasks in data collection and manipulation, analysis, evaluation, and reporting on data and industry trends.; data manipulation tasks with quantitative data, such as data construction, merging data files, and data cleaning; descriptive and multivariate statistical analyses of data, using computer software; and data extraction, data linkages, and data queries using computer software.
• Evaluate various program areas including policy, procedure, legislation, objective, and cost effectiveness and the effectiveness of alternative or corrective actions being considered.
• Analyze and interpret data using mathematical, statistical, and analytical models to identify trends, changes, and patterns.
• Apply data analytical skills to better utilize agency and external data sets.
• Identify actual or potential problem areas, trends, program accomplishments, additional key factors in the program area being studied.; new program needs, considering agency goals and other relevant conditions and trends, and the effects of actual or proposed legislation.
• Prepare written technical reports and present results of studies, analyses, or investigations to agency leadership.
